So, Reconstitute Self is a disaster. The wording his horribly misleading and no matter which way you interpret the text, the power is awkward and either too costly or not enough.
I propose we grind it down andsnort it start over. ^__^
Recon Self is a funny modifier. It sounds like it does a lot, but in a game where players can always choose to be knocked out instead of taking damage, the ability to come back from the dead is really not that big of a deal. The price should reflect this.
Here's my take:
The +2 CL cost is assuming we make Healing Factors a modifier that mimics a cost system. See this thread for a breakdown of what that might look like.
Honestly, tagged on to anything less than an Accelerated Healing Factor, this is just flavour. It doesn't save you from death because you can always opt to be knocked out - and in most cases, being knocked out is faster. There may be a benefit to "playing dead" at times, and not everyone should have it, so this still shouldn't be free.
However, if you have an Accelerated or Enhanced Healing Factor, this option can potentially put you back on your feet (albeit, in a very, very damaged state) in a panel or two. Useful, for sure, but not broken. At +2 CL it will probably cost an Accelerated or Enhanced HF character ~6 white for the privilege.

With this option, death is just a setback. Your Healing Factor continues to function even if you are killed by losing your last red stone of health.
Example: Mister Sinister has an Accelerated Healing Factor with the Reconstitute Self option. During a climactic battle with the X-Men his luck runs sour and he finds himself badly beaten. Rather than suffer the humiliation of being captured alive, his player opts to be killed by Cyclops' optic blast. He sustains enough damage to take out his last white stone and his last 2 red stones of health, and is slain. His body is torn and ruined.. however, he is not truly dead. His mastery over every molecule in his body keeps him from expiring, and slowly but surely he continues to regenerate. It will take time, but he'll be back on his feet before long. With luck, the X-Men will have forgotten about his corpse and moved on. Even as his body slowly reconstitutes, Sinister plots his revenge.
