I warn you, this is a pretty radical change. I'd like to propose that we make Transform Self more like Metamorphosis - in fact, so much like Metamorphosis that they're essentially the same thing. There's a lot of reading ahead, so without further adieu:
(Warning: this is still very rough. It's kinda in point-form and there isn't flavour text, as I'm still hammering out the details.)
If you want to build a Hulk:
Bruce Banner
Metamorphosis AN 10
- Mind of the Beast +1 CL
- Massive Transformation +1 CL
- Unlimited Power +3 CL <--- basically stones are free
- Fixed Transformation -2 CL
- Out Of Control -3 CL
As well as a great big modifier as necessary.
The Hulk
- buy Rage and Enhanced Healing Factor; enhance Strength, Recovery, Durability and Toughness;
- trade Intelligence, Technology, Inventing and General Knowledge for more Strength, Recovery, Durability and Toughness
I can't really put down exact numbers for someone like Hulk, as it's hard to estimate what his CAD should look like. But you get the picture.
Known Limitations[/u]
Here's some stuff I can already predict will be a problem:
1. Continuing the Emma Frost example: What if Emma's player uses LOEs to increase Telepathy from AN 8 to 9? Does the Diamond form get stronger too?
2. I'm a little worried about the Supernatural Morphology option, but the fact that without options it costs a full panel AND energy to morph makes it a little easier to swallow in a combat situation. outside of combat, it might be a little annoying if a character is always whipping out powers as a solution to any problem.

1. You are limited to physical/morphological Abilities, Actions and Modifiers only; must remain at least vaguely humanoid in size and shape. You can enhance your strength, grow scales for Toughness, and sprout claws, but you can't develop, say, Telekinesis since it isn't a physical change. (If that's what you'd like to do, see the "Supernatural Morphology" option below.)
2. Each stone spent grants you 1 Ability point, AN or MN, and allows you to shift 1 point of an Ability, Action or Modifier into another Ability, Action or Modifier.
For example: You want to adopt a more feral form with claws that is more agile, but weaker than your usual form. You put 3 stones into Metamorphosis, which buys you Claws 3. You also get to shift 3 points of your Strength into Agility.
3. Metamorphosis is unusual in that it costs all of your actions in a panel. You may walk any distance you would ordinarily cover without spending stones and you may be able to speak a few short sentences. However, you benefit from your new form immediately.
Example: While being mugged by a crook with a knife, Bruce Banner involuntarily turns into the Hulk. His transformation uses up both of his Actions, but he still manages to stagger away from the mugger, warning him that he'd better run while he still can. The mugger thinks it's all an elaborate act and stabs Banner with his pocket knife anyway - but since Banner benefits from Hulk's new stats right away, the knife glances harmlessly off his hardening flesh as his transformation completes.
4. When you morph, any wounds in your starting form carry over to your new form. This can never lower your health below 2 red stones.
Example: Rahne Sinclair, aka Wolfsbane, has Durability 3 in her "human" form, but she is currently injured and missing 1 white stone of health. She morphs into her wolf-hybrid form which has Durability 4; when the transformation is complete, she is left with 3/4 health.
After a long fight in her hybrid form, Wolfsbane wants to switch back to her "human" form. She is now badly injured and is at only 1/4 health. Her 3 stones of wounds carry over, and when her Durability reduces to 3, she finds herself left with only 2 red stones. She's in bad shape!
Options
+1 CL = Animal Affinity
You can adopt the form of any animal, provided you can mimic the appropriate CAD. Every two stones spent for effect also allows you to shift your size/weight up or down one point on the D&R chart (though you may not phase by reducing your mass to zero).
+2 CL = True Metamorphosis
You can adopt just about any form you can think of. Every two stones spent for effect also allows you to shift your size/weight up or down one point on the D&R chart (though you may not phase by reducing your mass to zero).
+1 CL = Mind of the Beast
You can unlock feral power by adopting a more bestial intellect. You may shift stones out of your Intelligence into physical Abilities, Actions and Modifiers (but not the other way around; you cannot improve your Intelligence).
+2 CL = Supernatural Morphology
You are not limited to only Physical Actions and Modifiers. You can adopt any Action or Modifier, provided the GM's approval.
+1 CL = Rapid Metamorphosis
You can change shapes faster and with greater ease. Morphing costs only you 1 Action. You must purchase Rapid Metamorphosis if you also wish to buy either the Free Action or Permanent Action advantage.
+1 CL = Extreme Transformation
You can shift up to twice as many points of Abilities, Actions or Modifiers as normal.
+2 CL = Self Repair
Each time you morph you automatically heal 1 white stone of health for every 3 stones of effect (round down).
-2 CL = Fixed Transformation
Choose on one form at character creation: using Metamorphosis will always turn you into this form from now on. The changes to your Abilities, Actions and Modifiers will be identical each time you morph. If you improve this Action by lines, alter your transformed form accordingly and permanently.
+1 CL = Additional Forms
Assuming you have chosen Fixed Transformation, each additional form costs +1 CL.
Example:
A player has just built an Emma Frost CAD and wants to recreate her secondary mutation: a diamond form that grants her incredible strength and hardness, but blocks her Telepathy. She buys Metamorphosis with an AN of 8, and chooses the Fixed Transformation option, since Emma's diamond form is the same every time. With her 8 stones of Metamorphosis she buys Toughness 7 and an extra point of Durability. She also gets to shift as many as 8 stones if she likes; she uses them to trade her Telepathy 8 for +6 Strength and Energy Defense 2. With her form chosen, she decides to add some extra options: Rapid Metamorphosis and Unlimited Power to make the transformation quick and easy to use. Lastly, she has no intention of improving her Metamorphosis, so she picks Can't Improve By Lines.
