Hey gang,
So, I don't think Flight needs much work. Only three issues come to mind:
1. Dio pointed out that Flight speed 2 is "31 to 150 MPH", while speed 3 is "151 to 160 MPH". What the hell is that? lol an extra 10 MPH? Who thought of that? Easily fixed.
2. A lot of people use some kind of Option for "hovering". Let's standardize one.
3. I've heard at least SOME complaints that very, very few characters can go faster than the speed of sound. I think it's fair to lower the cost of Flight to AN + 1 CL and make a +1 CL option for anyone who wants to go over Speed 7.
While we're at it, I'd like to incorporate some Options that can mimic Blasting. This isn't super important since really only one character has Blasting that I know of (good ol' Cannonball), but it should be easy enough to do.
* For starters, let's make Flight speed 2 something more like 31 to 80 mph, ya?
* Reduce base cost to AN + 1 CL
And:
Now, I'm wary of trying to write a Blast Field option, because I think the Force Field mechanic works best. Cannonball should just have a Force Field as a separate Action (possibly with Free Action as an Advantage). The FF rules cover how it protects him and how it applies to others that he carries.

Characters with wings (such as Angel) or control over the wind (such as Storm) can qualify for this power. Characters who's flight is merely superfluous (such as Ms. Marvel) pay normal cost.
-1 CL = Limited Maneuverability
(not sure how to formalize this.. some suggestions include doubling resistance, or applying negative sit mods to other actions while in flight. or both)
-1 CL = Max Speed 5
You cannot break the sound barrier. Regardless of your Action Number, you may not exceed flight speed 5.
-2 CL = Max Speed 3
Regardless of your Action Number, you may not exceed flight speed 3. (This is the limit for natural creatures such as birds; characters who's abilites are based on natural creatures might qualify for this discount.)
-1 CL = Max Speed 2 When Carrying
(no-brainer)
+X CL = Hover
(does anyone want to take a stab at this one? I've only heard of some house rules for this..)

Your flight behaves like the Unstoppable Action: total stones of effect (including stones spent on speed) represent the hardest substance you can penetrate. Example: Cannonball has a Flight AN of 7. He wants to smash through a concrete wall (hardness 6) to escape from an ambush, so he puts 6 stones into flight: 1 to move at up to 200 mph and 5 more to overcome the hardness of the concrete wall.
