So, this needs its own thread. Should have had one like a week ago.
WK and Dio have an idea for Armor Pentration that, if I remember it correctly (it's lost somewhere in another thread) goes roughly like this:
And naturally, we have:
Shouldn't need to be said, but Class 1 Materials are normal stuff: leather, wood, bones, etc.
So, Wolverine would pay +1 CL and 5 white to make his claws Adamantium (Class 4 material). Colossus would pay +1 CL and 3 white to make his Toughness represent his Osmium alloy body (Class 3 material). Wolverine would be able to penetrate and thus ignore Colossus' Toughness.
EDIT: This is not my rule, I just cleaned it up a little. The descriptions of the materials is copied out of a post Dio made; it should probably be cleaned up and changed in the context of the Toughness option. Teflon bullets would be a Class 2 material, etc.

For one cost level your Action or Modifier becomes Armor Penetrating. In addition, you must choose a maximum Material Class that your attack can penetrate, and pay the associated cost:
Class 2 Material 1 white
Class 2 materials can penetratenormal materials such as wood, steel and concrete.
Class 3 Material 3 white
Class 3 Materials penetrate "Standard" Specialized Materials (real world stuff like Titanium or the light weight ceramic plating used in expensive body armors. Luke Cage's flesh.)
Class 4 Material 5 white
Class 4 materials penetrate "Moderate" Comic Book Specialized Materials (Osmium and the like. Thor's flesh.)
