Hey gang,
The first character I ever made could manipulate his density and gain super strength and toughness as a result. At the time I hadn't read (or even heard of) the Avengers/Hulk guide, so I based my density Action on Growth, since they seemed to have similar principles at heart.
I was so excited when I finally go a hold of the Avengers guide and saw that they'd included a Manipulate Body Density Action! But imagine my disappointment when I read how crappy it was. Not only did it cost much more than Growth, but it gave you so much less, and with a horrid duration (1 stone/panel, which eats up your Actions).
I still love the concept, but I'd like to correct the execution:
The idea here was to separate Phase Shift from being a default ability and instead make it an affordable Option. I also wanted to make the Duration a little closer to Growth; if someone really wants 1red/panel, they can take a "limited duration" disadvantage.
Mathematically, compare the default to Toughness: 1 CL cheaper and you can choose to increase Strength instead; however, it isn't always active (had a duration) and you must pay energy to use it. With the Potent Density option it is now 1 CL more expensive than Toughness because it grants you much more, and yet still suffers from a duration and energy requirement. The increased weight is often a disadvantage, but sometimes an advantage (makes it hard for opponents to move you, makes it easy to smash stuff, pin someone, etc).
Mathematically, compare it to Phase Shift too: More expensive and you can't bring others with you, but you can also increase your mass, which is new and useful. If you JUST want Phase Shift, then buy Phase Shift already. ^__^
I would LOVE to buy this for a character some day. I have a bizarre desire to pay a 15 year-old scrawny white girl who's taken hip hop / gangsta culture a little too much to heart, with this as her only power.

Manipulate Body Density +2 CL
You are capable of altering your body's density, becoming heavier or lighter as you desire.
For each stone of effect you can move your body weight 1 step up or down on the D&R chart. The maximum weight you can achieve is equal to your natural weight plus your AN; your weight cannot fall below 1. For each stone of increase you gain 1 strength or 1 toughness (your choice). All changes to your weight last for approximately 1 hour; if you wish to return to your normal weight prematurely, you must pay stones to increase or decrease your weight as usual.
Options
+2 CL = Phase Self
You can reduce your weight to zero, which causes you to phase. Unlike the Phase Shift action, you do not disrupt electrical devices, nor can you bring those you touch into phase as well. You may purchase any Options normally reserved for Phase Shift (such as Phase Stun or Phase Attack).
+2 CL = Potent Density
Each increase in weight grants you both +1 to Strength and to Toughness.
