Went for a long walk with my best friend and my dog and gave it some thought. I think your original suggestion is best, Dio: no real duration, and I guess reverting should just be free.
But we should issue a general suggestion to GMs that powers without specific durations shouldn't be active "all the time" and that players should restrict their use to what's within reason. I think Colossus is a good example: he doesn't walk around at home armored up.

How bout this... It costs 1 stone per panel to maintain, but does NOT come out of your Actions per Panel... that way, it's still draining, but you're not spending an action to do it (Not that I EVER charge people actions to maintain abilities personally, but that's just me...) That's what I do, too. While people may while that "It's energy intensive," it also keeps them from from having it on all the time. As far as I'm concerned, that makes it an almost perfect solution. Also, I like the idea of braking it up so that I don't have to pay for a Phase-Shifting power that I don't care about. And "Potent Density" is also quite fun. However, I worry that the base cost may be a bit low. Other than that, the action looks quite nice indeed!
