There isn't a hard and fast way. The best way, I think, would be to look at some similar pre-made characters and see where they stand in the MURPG system and use that as a baseline.
Is this an original character or an old classic one?

I don't think there's any clear-cut formula, but I think just using some common sense in conversion will help.
I'll try to come up with an example.

I have a conversion chart, (somewhere) but sometimes the results of direct conversion are... Flawed. I seem to recall one method of conversion resulting in Magneto having a higher Durability than the Hulk. Clearly some common sense needs to be used.
Still, a conversion chart is a handy thing to have, so I'll try to dig it up and send it your way.
