Your point is moot because in the end, the GM has to be the final arbiter of any "Combined Power" I personally don't want to see any "God-Like Cosmic Phoenix Force Life Saving Powers" out there, and if a GM isn't personally there to say no, it might happen....
And WK is right... Min/Maxing of any kind is power gaming, unless you are told to by your GM.

If the GM isn't there to say no they're not there to say anything and you have no game.
The GM always gets final say if you have a GM. I'm looking for a better mechanic for combining actions that can be followed without a GM being present. If the GM doesn't like the end result they can just say "no".
It's the same with character creation or anything else that can be done without a GM. It's a process a player runs through and presents their product to the GM, the GM says "yay" or "nay". If a player creates an overpowered action 9 times out of 10 they know what they did and they knew it when they started so it's no big deal for a GM to say "No".

If that's the case... then do it the old way, and forget about it... Just pay for both actions, and combine them on your CAD... There... done. Because any chance in the system without making it go to the GM during the process, is going to unnecessarily complicate the process.

Technically the old system only required GM permission at the end... All the player had to do at Character Creation was purchase each action seperately, and then combine them on his CAD under one name... After that it was just a thing that you told your GM "Hey... I think it's time for my powers to progress, I'll be combining my actions now..." And he said either yes, or no.
