Swarm is a villain who has control over bees? How would that work? Since his body is made of the Bees

I like Mastery of Bees, although another possibility is giving him a slightly customized version of Summon & Control Bees. I think he's got it as part of his mastery in that write-up, but you could also give it to him seprate, and cover most of his other things with challenges and stuff.

The trick to me is what is Swarm without his bees? Is he a Shadow King-like psychic force? Can he do anything else? In Savage Dragon, there was a villain named Hoard, who was basically a giant amalgam of leaches. He could do cool things like place leeches of his hive-mind on people, and control them, but he existed in his leeches. At least one leech always harbored his psyche, and at least one always survived whatever catastrophe defeated him. How does Swarm work in that regard? Otherwise, he might get to/have to pay for some Invulnerabilities, to cover being an energy form. That's about it for me.
I'm not so fond of the "Mastery of Bees" plan. If he takes it, he can't just "create bees" out of nothing, but someone is going to take the disadvantage Must Exist as Element. It just seems lame. No however, I don't on the other hand have a better answer; Swarm is just a bit tricky to make. Swarm in Freak Legion White Wolf I can make, easy, but not so much in Marvel RPG. Good luck.

Possibly make him some form of magic creature possibly. This could give him access to bees from all over. A nice little role playing element could be. He summons the bees from his body, which come from other hives. So hives in areas close to him would get depleted of bees, as he became the "new" hive. Just a guess.

I believe in the comic books Swarm was a just a radiation pulsing skeleton covered in a symbiotic bee colony
