WESKER'S HOUSE RULES
1) THE THREE CATEGORIESThere are three categories of beings within the universe of the Matrix, and each category includes several "species".
NOTE: Those are just facts used to clarify the new rules. Those "categories" have little to no impact on the game rules themselves.a) Real Worlders: Those people live outside the Matrix indefinitely. They aren't part of the system in any way, and they cannot enter it either. This category includes most machines in the real world and humans born free in the city of Zion or aboard one of the city's hoverships.
b) The Insiders: The opposite of the Real Worlders, these people live inside the Matrix, and will not get out without help or at all. These people are all part of the system to some extent, and as such, are potentially the enemy of any member of the Resistance who enters the Matrix. Although these people may learn to become the very best of their kinds given enough time and effort, they are still and will always be restricted by the very same physical laws of the universe that the Matrix was programmed to mimic, and as such are limited in comparison to what a skilled Resistance Hacker could (theorically) do. This category includes animals, insects, birds and fishes, humans known as "Blue Pills" (people who are not yet ready to be disconnected from the Matrix, not yet ready to see the truth), most of the "Red Pills" (humans who are ready to be unplugged, but haven't been so yet; they are usually hunted by the Agents to kill them before they are rescued by the Resistance. Strangely enough, they seem to develop an immunity to being used as an host by an Agent), the fearsome programs known as "Agents" (whose purpose is to find and destroy any threat to the safety of the Matrix, including and especially interference from any freed human hacker) and most "Exiles" (programs who escaped the Matrix's control and yet are still kept within it). Of course, most "living" creatures belong to this category.
c) The Outsiders: Those people either are in the Real World but are able to enter the Matrix, or were in the Matrix and somehow managed to get out and can, of course, get back in (an event pretty much unheard of and is believed to be impossible). They may (and sometimes do) live in both worlds and are often able to perceive the Matrix for what it really is, and thus exceed its normal limits and ignore its usual physical laws. This category is, obviously, the most potentially powerful of the three, although reaching the necessary amount of awareness to use this full potential is usually next to impossible. It includes mainly the Resistance Hackers (humans who were in the Matrix, were freed and were trained in re-entering the Matrix and using it to their advantage against their enemies)... but also very powerful and unusual Exiles who have found a way to escape the Matrix. PCs belong to this category.

2) NEW ACTIONSNOTE: Unlike most Actions and Modifiers, most of the new ones presented here have some kind of limit that one may buy at the beginning of a game. This is it. The big kahuna. The big cheese of any Matrix story. This action is what is used when one wants to defy the physical laws of the universe while inside the Matrix. Once a person (or program) understands that the Matrix is nothing but a system with rules hard-wired into it, that individual can start to be able to "hack" that system, to go outisde the normal limits of it, and to perform things that are not supposed to be possible. Running on walls, stopping bullets in mid-air, creating a military class assault rifle out of thin air, etc. Of course, not just about anyone can do everything with this power. Only those with the most open and clear minds would ever hope to learn to do some of those things, as what a person can do in the Matrix is limited by only one thing... that person's mind. And although it may seem easy to get over that obstacle, the Resistance's hackers quickly find out that this isn't the case most of the time.
This action is similar to a mastery in that a character can buy lots of Options on it to make it do many, many more things than what it was initially meant to. However, and unlike a Mastery, even buying only the action itself makes the character very powerful in what they can already do. It's just that adding options make the characters able to do things "normal folks" simply cannot. In essence, just having this action (even without any option) makes your character stronger, faster and more agile than any normal man, as well as much tougher.
For the first level of this action, and every two after it (at AN 1, 3, 5, etc) the character with this action gains +1 to Strength, Agility and Speed. The character also gains +1 to Durability for every 3 AN in it. Additionally, a character gains +1 to Reflexive Dodge at every even number (AN 2, 4 ,6, etc). Finally, anyone in the Matrix with this action even at AN 1 have an Healing Factor for free.
Those with this action can combine it with either Close or Ranged combat, but only up to their AN (i.e: Even if they had bought an Intelligence bonus on it, they could still use only up to AN to combine with C.C or R.C). They can also combine it with Acrobatics normally when trying to do something normally 'impossible' such as leaping between buildings, jumping to avoid an attack and landing
on the attacker's blade in perfect balance, etc.
Also, people with this action gains "See at high speed" and "Telescopic vision" as new options to their Enhanced Vision (which they already have for buying the Potential modifier).
They as well receive the ability to alter the physical appearance (hair color, eye color, change minor details, clothes, etc.) of their residual self image when entering the Matrix. This works like a minor version of Shape Shifting, although one does not need to pay for duration and cannot change it once it's done. There is no AN for this either, because it does not really hide who you are nor is it possible to see "beyond the disguise", as it really is what you look like in the Matrix. It is purely a thing of flavor, and if someone knows who you are, they'll recognize you when they see you, especially if they are programs of the Matrix. Most hackers like to use this ability to give themselves dark commando-like clothes, with sunglasses and trenchcoats, sometimes with leather gloves and, of course, boots to match. Others may prefer other appearances, of course.
It also adds +1 to Leaper modifier to the user for every even AN.
Last, but not least, buying this action at least at AN 1 allows the user to buy/acquire Power Level. It doesn't grant this modifier, only the right to acquire it.
This pretty much covers it. Of course... there is possibly more.
NOTE: It is important to know that any change one makes within the Matrix creates ripples in the system similarly to throwing a rock into a lake, centered on the hacker himself. The bigger the effect, the more people that witness it and the more impossible it seems to be, the bigger the ripples will be (for example, using the Matrix only to enhance your physical abilities would make only tiny ripples that would most likely go unnoticed, while flying all over the world like Superman, breaking the code of an Agent in an attempt to "delete him" and using a power like Clone Virus would create huge ripples that would inevitably get the attention of the System) and the easier it is for the System to detect your presence inside the Matrix... and respond accordingly with extreme prejudice and violence. Resistance Hackers are aware of this, of course, so they usually refrain from using their powers in a overly showoff kind of way to avoid attracting too much attention to themselves.NOTE 2: Know that most Resistance Hackers and programs like the Agents only have this action, and rarely have any of the following options. These powers are rare, and anyone with any of them is sure to be considered very highly by its peers... and feared by its enemies (of course, there are exceptions... almost every Hacker is trained to use Bullet-Time as part of regular training).OPTIONS
- Intelligence bonus (+3 option): The smarter a hacker, the more likely he is too stay alive. That is also true with hacking the Matrix. Mind is power, and Intelligence is a large part of one's mind.
- Efficient
[/b] (+2 option): Unlike others actions, adding Efficient to Hacking the Matrix costs +2 to CL because of its potential power, not only +1. Super-Efficient is off-limits, as is, indeed, Acion as Modifier.

Adherence (2w; requires a Potential of at least 5): Everybody can run on walls and do backflips. You can literally walk on walls and ceillings. Allows the Hacker to use "Hacking the Matrix" as Wall-Crawling. Works even if only the user's feet touch the surface.

Shape Shifter (2w; requires a Potential of 3 at least): Allows the hacker to alter his/her appearance even after having entered the Matrix. One could change his hair color, alter his clothes, etc, even once he's in it. Essentially, this allows the hacker to use "Hacking the Matrix" as Shape Shifting. If someone beats the hacker's Difficulty with some power or special sight, he will see the hacker's original residual self image he had on when entering the Matrix at first.

Superior Shifter (3w; requires a Potential of at least 5 or even 8 for the most unusual effects; also requires the user to have bought Shape Shifter): The hacker with this option has learned to change his appearance even further than normal. Hackers with this option and a Potential of at least 5 can alter major things in their residual image, such as voice, gender, height and weight, up to anything possible as long as it still looks like a human. Those with Potential of 8 can take forms that have nothing to do with humans, such as monsters, animals or even inanimate objects. This is still only an appearance, however, and it provides no actual bonuses due to the new shape aside from additional or decreased weight and height.

Instant Programming (5w; requires a Potential of at least 4 for minor programs, 7 for major programs and 10 for very complicated programs): This allows the hacker to literally create something out of nothing through his hacking skills, as he programs something into existence. The minor program version allows for basic objects, like an apple, a baseball, a lead pipe, a knife, handgun ammo, etc. Major program version allows the user to create guns out of nowhere, a bycicle, create lesser life forms such as plants, small rodents and fishes or small birds. The very complicated program version's true potential is unknown, but it is said that one with such a power and control over the Matrix could create nearly anything. Such a miracle remains to be seen. Objects created by this power are permanent. The hacker must spend stones in the weight of the object, it's size (as per the Area table of the D&R chart) and its abilities and bonuses, if any.
The GM has final say on what any given item or creature can do or what bonuses it can provide.[/li][li]
Bullet Time[/b] (3w; requires a Potential of at least 3): One of the favorite uses of Hacking the Matrix, this allows the user to react even faster than ever and see the world in slow motion, allowing them to aim better and fight better. In game terms, this means the character with this option gets +1 to Targeting for every 2 AN rounded down in "Hacking the Matrix", and can combine fully Hacking the Matrix with Close Combat or Ranged Combat even if he has Intelligence bonus on this action. Also, the hacker gets to add half his AN rounded up to his Initiative and receive half his AN as a bonus for his Enhanced Vision (See at High Speed only). To activate and maintain "Bullet time" requires the user to spend 1 stone of energy per panel. This doesn't count against the limit of actions per panel, although it does count against how much one can put in Hacking the Matrix per panel if it is used.

Clone Virus[/b] (25w, requires a Potential of at least MN 8): This fearsome ability has never manifested in any human hacker so far, although it would technically be possible to do. The very few beings that are currently known to have had it before were all Exiles, and luckily for just about anyone in the Matrix, they were weak enough for the system to destroy them before there was any durable damage. A being with this power can basically copy his own code and implant it in another program, destroying its code and replacing it with his own, creating a perfect, independent duplicate with the same powers and abilities as the first. The character must first grab the target (or touch the target when somebody else grabs it), and then use "Hacking the Matrix" in an attack VS target's natural Durability (not boosted with Hacking the Matrix) and own "Hacking the Matrix" AN. If the attack succeeds, the person will transform in one panel into a Duplicate of the "Virus". If someone else manages to seperate the Virus from its victim before the panel is completed, the cloning does not occur and the victim is safe... for now.

Break the code[/b] (8w; requires a Potential of at least 3 for Minor Programs, 6 for major programs and 9 for very complicated programs): Hackers with this ability are able to disrupt the code of programs he sees while in the Matrix, by deleting parts of it very rapidly at several critical points at the same time, causing a breakdown in the program that causes it to vanish from the Matrix. To the onlooker, the use of this power looks like some kind of disintegration as the hacker turns something into dust. Minor programs includes basic objects, such as a book, a box or a glass of water. Major programs include most firearms, some vehicles (most objects, actually) and lesser lifeforms, as well as dead bodies. No one has ever been seen using this power on very complicated programs, so the extent of the highest level of this ability is unknown... although there is word that such an individual could probably erase even an Agent from the Matrix with but a thought. To use this power, the hacker must put stones in Hacking the Matrix for the size of the object and its weight, at least... and hope what is left is enough to overcome the difficulty if it is a complex object and/or a living being or a powerful program.

Encrypted Code[/b] (1w, requires a Potential MN of at least 3): This ability makes the user's code harder to detect/notice as being unusual/tamper with. It grants an "Encryption Defense" MN of half the Hacking the Matrix AN, rounded down, and protects against detection programs and powers AND against deadly powers such as Break the Code and Clone Virus.

Flight[/b] (3w; requires a Potential of at least MN 8): Any hacker can leap very, very high, or far away. Some hackers are even able to stick to walls or walk on ceilings. But only the most free minds of all could ever reach the level of thought one needs to ignore gravity entirely. A hacker with this power can use Hacking the Matrix as Flight.

Freeze the Matrix[/b] (8w; requires a Potential of at least MN 10): Although this is widely believed as being impossible, a person with as much potential in the Matrix as the One can "freeze" whole sections of the Matrix code, effectively stopping any movement within part of the Matrix and cancelling kinetic energy within that area, allowing for feats such as stopping bullets in mid-air or stopping a vehicle from smashing into something or someone else. The user must spend stones for area and range (if any) to stop any inanimate objects, and stones VS target's Durability affecting everyone within the area to stop living beings or programs. For one stone per person, the hacker may also not affect certain programs or people within the effect. After the deed is done, any object or person within the area of effect will fall to the ground (or to their feet), unless something is done with them when the power ends (for exemple, Neo can stop bullets in mid-air, then use the Telekinesis option of Hacking the Matrix to send them back to his foes).

Restoring the Code[/b] (3w, requires a Potential of at least MN 4): A hacker with this ability has the power to restore the code of a wounded being or program, thus healing the target's wounds or disease, poison or whatever kind of trouble the person/program suffers from. It can even be used to repair broken bones and regrow limbs, although it is particularly difficult and time-consuming... the only thing it cannot do is to bring someone back to life. In game terms, it works as Magical Healing, and it allows the user to regrow the limbs of either himself or someone else, given enough time, energy... and a high AN enough. A hacker with this power cannot heal more than 1 white stone of Health per AN per day.

Manipulation of [Insert chosen Matter/Energy][/b] (3w per Energy/Matter; requires a Potential of MN 5 at least): This ability allows a hacker to manipulate and control one (or several) certain type(s) of Energy and/or matter, shaping its code into a new form and using it to further the hacker's goal. In game terms, this ability grants the hacker the power to control a single Element or Matter as per a Mastery of Elements with Manipulate (not create) option. Not every energy or matter can be controlled in this way, and some Energy/Matter Manipulation come with other options (as the GM if you have any other option other than Manipulate for your Element).

Dematerialize code[/b] (6w; requires a Potential of MN 7 at least): This power allows a hacker or a program to move its own code and that of anyone or anything it touches into a "pocket dimension" of code outside the regular code of the Matrix, effectively "phasing" himself and anything he touches, becoming intangible. It allows the hacker to use Hacking the Matrix as Phase Shift, with the following addition: even when shifted, the user may "un-phase" a single limb and held object for 3 stones of energy and attack with it, or touch someone or something else to phase it as well. Also, the user cannot completely Phase Shift for as many panels as he was phased in the first place (though it may still shift stones from it into Defense). Note that most other uses of Hacking the Matrix do not work while in such a state.

Sense the Matrix[/b] (1w; requires a Potential of at least MN 2): A hacker with this ability can perceive his surroundings at a range of 100 ft per AN of Hacking the Matrix similar to the Sonar Senses power. Only differences are that the hacker must spend 1 stone every panel to use this ability, and may spend more than that with the Hacking the Matrix action to detect specific codes (and so, objects or beings) within the area.

Ignore Damage[/b] (4w; requires a Potential of at least MN 5): Some very good hackers free their minds enough to understand to a certain extent that their physical body is seperated from their Residual Self Image, allowing them to ignore some of the damage inflicted upon them while in the Matrix. This makes them incredibly tougher than most people, ad they can take considerably more punishment than most. In game terms, hackers with this ability gain 1 in Toughness at every even AN.

Telekinesis[/b] (3w for basic Telekinesis, 4w for weapon modifier; requires a Potential of at least MN 5): Powerful hackers can learn to move the code of programs within a certain range. In effect, this allows them to move things around without touching them. It allows the hacker to use Hacking the Matrix as Telekinesis, and it is possible to buy a weapon modifier on it for a single more white stone.

Mind Scan[/b] (2w; requires a Potential of at least 4w): This power allows hackers to access heavily encrypted code within a target, be it human or program or whatever, and attempt to "read its mind". It is also possible to send one's own thoughts into that person or program's own mind. To read a target's mind, one must spend more stones in Hacking the Matrix than the target's Mental Defense (plus Encrypted Code if it has it), and only surface thoughts can be read. To send one's own thoughts to someone else, one must only spend a single stone, plus the range between him and the target (unless he is touching it).

Every Resistance Hacker has at least 2 in this action, possibly more. It is what sets you apart from normal people in the Matrix and what makes you stronger than most. It is a powerful action and mastering its possibilities will take time, but it could very well make a hacker almost as powerful as he could ever dream to be.

This Modifier represents the level of awareness of the person, its ability to recognize the world as it really is - nothing more than an illusion made of computer code. This modifier is linked to some of the powers and skills available to people inside the Matrix, and is also a prerequisite for basic Hacking the Matrix skills. The higher this ability, the easier it is for the Hacker to understand the Matrix and how it works, and of course, the easier it is to identify its limits and exceed them. People who have a lower level of this Modifier have a hard time seeing the Matrix for what it is, and understanding that they could exceed its limits if they really wanted to. In other words, the higher the MN, the more you can potentially affect the Matrix later.
Unlike most Modifiers, a character can actually put stones in it (with bonus stones from Enhanced Vision (Perceive the Matrix) to focus his mind on "reading" a particular object, area of being within the Matrix instead of only relying on the Enhanced Vision modifier alone. In a sense, it works in a similar way as Concentration, but without an Intelligence bonus (of course, Concentration could be used for the same purpose). For example, one could focus on a person (putting stone in Potential and adding the bonus from his Enhanced Sight) to "see" if the person is a Red Pill, is about to become an Agent, or things like that.
The highest level of Potential any human mind can ever hope to reach is 8. It is said, however, that the One has a potential far beyond anything that's ever been witnessed...
---NOTES---
-No Blue Pill may have this Modifier at more than 1, and they may even have 0 in it. Even if they do have 1 in it, they do not receive any immediate bonus from it until they become at least Red Pills (GM's call).
-At first level, and every 2 levels after that, a character with this Modifier gains a point in "Enhanced Vision" (Perceive the Matrix). While this isn't as powerful as the One's ability to directly read and see the entire world surrounding him as the code it is, this Modifier allows its user to automatically detect small changes within the code and "feel" the nature of the beings it interacts with.
-The Potential is also the maximum amount of "Downloaded skills" one may receive from an Operator outside the Matrix at any given time (if a Hacker has a Potential of 4, he may "learn" up to 4 downloaded skills at a time when he gets into the Matrix). Those skills are temporary and are forgotten as soon as the Hacker exits the Matrix. For obvious reasons, Blue Pills, Exile Programs, Agents and animals cannot learn downloadable skills at all.
-Simply buying this power at any level lessens the cost for buying Concentration by -1.
-This Modifier is a prerequisite for buying "Hacking the Matrix" action, and "Hacking the Matrix" cannot exceed the MN of the Potential. Also, some options of "Hacking the Matrix" can only be bought at a certain MN of the Potential.
-SPECIAL: Although this Modifier
can be improved by LoEs or White stones at the normal cost like any other Modifier, there are special, secret (muhahahaha) prerequisites for reaching a new level of understanding of the Matrix. If you have the stones or the LoEs and want to improve it, fine, but if you have not completed these prerequisites, you will have to complete them (I will find ways of letting you know in-game what you have to do) before being able to use those LoEs or stones to make said upgrade.
D&R Chart Row:
- 0-1: Normal humans' or animals' awareness of the world around them. Ex: Most humans or animals, Blue Pills, most Red Pills.
- 2: Aware Human, having witnessed and acertained "something wrong with the world". Ex: Particularly open-minded Red Pills, weak-minded Resistance Hackers, lowest-level Matrix Programs.
- 3-4: Beings aware of the Real World and of the basic nature of the Matrix. Ex: Most Resistance Hackers, low-level Matrix Programs, weak Exiles.
- 5-6: Beings aware of most of the truth and many facts about the Matrix, and who have learned to reach or even exceed its limits. Ex: Very skilled Resistance Hackers, Trinity, mid-level Matrix Programs, most Exiles, most Agents.
- 7-8: Beings who either have a legendary understanding of the Matrix and its truths and deceptions or who actually have participated in its creation and maintenance for quite some time. Ex: Legendary Resistance Hackers, Morpheus, high-level Matrix Programs, the Oracle, the Architect, some of the strongest Exiles, the Agent Leader.
- 9-10: Beings who exceed all expectations and beliefs of even the makers of the Matrix, those who could theorically escape any control within it and manipulate it as they wish. Beings at this level of awareness are pretty much Gods within the Matrix, and can usually hack the Matrix with but a thought, manipulate the world around them as they see fit and kill thousands of lower beings effortlessly... approach with caution. Of courste, this is but the Potential of someone, and some may have a very high potential and still not have mastered their abilities. Ex: Exceptional and almost unheard of Exiles, Neo, Agent Smith.

This modifier can be taken by very powerful hackers and programs to reflect a superior ability to control their own body and energy while inside the Matrix. It costs a lot, but it grants a lot of bonuses. Firstly, there is the extra stones. Treat Power Level as a secondary source of Health. That being said, when you buy it, you recieve a secondary Energy Pool consisting of three times your Power Level Modifier number to use as you see fit. Your secondary energy pool regenerates like normal energy regardless of bonus energy regenerating powers, but you may take a panel to power up to gather twice that amount.
Secondly, When taking Damage, do damage to your Power Level first. For each White stone of Power Level damage you take, reduce your secondary energy pool by 3 and your secondary energy pool regeneration by 1. Power Level Damage regenerates at a rate of 1 white stone per hour.
Thirdly, this modifier allows you to break the Two Actions per panel barrier. By placing stones into this modifier like an action box, you gain one extra action per panel per stone placed. Stones spent in this fashion remain spent until you no longer wish to spend them any more.
Lastly, Power Level gives you a modicum of insight into your opponent's fighting techniques and strengths and weaknesses. For each three MN of Power Level, you gain a +1 to your Defense automatically.
OPTIONS
- Power Level Recovery: This increases the regeneration rate of your Power Level Energy Pool to 3 stones per 2 points of Power Level you posess. (+2 to Cost Level)
COMMENTS
My greatest thanks to Dionon who created this rule with DBZ in mind. While I know that most people in the Matrix shouldn't have this modifier, there are some who I think should, and this is why I included it in my rules. It may or may not be taken at your discretion, but if you do want it, you have to pay the price, heheh.

Essential to be able to function as an operator on a ship, or in Zion's mainframe. You can translate the images on the Matrix Interface screens into mental images that represent what's being shown within the Matrix itself. It may look like a bunch of green gook to everyone else, but all you see is “Blonde, Brunette, Redhead".
COMMENTS

This is the One's ability to see the Matrix for what it really is, green, ever-moving code, with programs and living beings appearing yellow, red or white colored. The user of this power understands every bit of code that he sees, and knows the meaning of everything he focuses on. This allows him to learn many, many things about everything he sees in a way no one can imitate. In game terms, this works as Cybernetic Senses, at a range of "line of sight", and allows the user to ignore many negative sitmods (for example, searching a room in the dark, aiming at a distant foe, searching a person for weapons, etc).
Although it is believed that only the One can ever perceive the Matrix in such a way, it is possible that the most talented and powerful hackers may learn to do this as well. Activating this power costs 1 stone of energy per panel.
COMMENTS
The ultimate Enhanced Vision. Only the greatest hackers will ever learn it, but it is still possible.
