Okay, I'd like to know if this is right. Let's say a character has the power of Metamorphing 4 and an Agility of 8.
Could he conceivably put three stones into agility, raising it to 11 and then put one stone into self contained lifeform for water breathing if he turned himself into a frog?
Frogs are pretty agile creatures.

No. Because frogs can't breath underwater. ;D
I don't know about it from a rules perspective though. Somebody with actual rules knowledge, help me out here!

This is rules legal, although the stone expenditure getting Agility 8 and Metamorphosis 4 would already put you around 24 stones, which would make things like having a decent Durability to have the energy necessary to really utilize it a bit harder to accomplish, especially if you want to have any other useful actions.
Legal? Yes. Smart? Debatable.

Agility [0+8=8cl] => 9ws Metamorphosis [4+6=10] => 15ws
9+15 = 24
That is one extremely inefficient tactic.

Actually I did build a character like that, another character I built had a total of 49 ws after getting challenges. My question was not about buying the power, it was about shifting the stones.
Here's what the example says under the action:
Husk wants to become an elephant. So she "Husks" for one panel and emerges with her Strength improved from 2 to 6, adds a toughness of 2 and shifts from column 2 to column 4 on the Weight row of the D&R (c. 2 tons). Instant elephant. Let's say she wants increased Toughness instead so she puts all 8 stones into Metamorphosis and emerges a Panel later with Toughness (+8) and a Metallic Appearance.
And also, would it be legal that if you didn't have it as a power already (Like Spider - Man) does but say you wanted to turn into a spider. Would it allow you to develop Wall crawling by putting stones in it?

Yep! That's how I understand it, at least. You can't use it to get laser eyes, but anything physical is doable.

Uh, no. See, there's no real way you can emulate their powers on a biological level. So, I wouldn't allow it.

I mean, sure, you can turn your skin into iron and suddenly grow wings, but fire breathing? Thats just preposterous. Especially in a world full of mutants, aliens and demons... ...wait. I think Im being too subtle.

... considering that you can Metamorphosis things like Cyclops' optic blast or Nightcrawler's teleportation (or basically any strictly physical power in the books...), I don't see how the answer could be anything other than "yep."
Metamorphosis sucks on a lot of levels (cost being the biggest one, energy, as DK pointed out, being another). Let's not gimp it any further please.
Now, IF you had metamorphosis with a disadvantage that you could only mimic animals... now you're talking about a different animal (pun intended)

Yeah I don't think they did very good with that power. Seems like the way it is written just about any power could be simulated as generally most powers come from or are channeled through the user physically.

Well, there are precedents in comics history. Paige Guthrie of course, Morph from the Exiles series, and Metamorpho.
However, they did not do a very good write up of the power. But I do think it's reasonable to assume that because it has such a high energy cost (+6 to AN), I don't think it would be unreasonable to assume they did mean it to be as powerful as it is.
And to tell you the truth, I have been wanting to play a Metamorpho type character for a while.
