Nemesis 3W / 5W / 7W
+2 situational modifier agains one being, group or race. - applies to any and all actions
costs 3w when limited to specific being/person (Spiderman, Thanos, Captain America ect.) costs 5W when effective against closely tied group (Avengers, X-men, Sentinels ect.) costs 7w when effective against race/loose group (Skrulls, Mutants, Robots ect.)

If you consider the cost of psycho centric power template at +2 = 6Whites and only adds to mental actions -> so though this(nemesis) is limited in scope of "target/s" it applies to all actions. (at the same time).

I agree, that's about right, but paying 3w for a single character... say, 3w to have a modifier toward Baron Zemo... seems rather steep, unless you plan on convincing the GM to put the guy in every other issue. Still, a great modifier overall. I haven't had a chance to show it to my players yet, but they'll be putting in input on it tonight (I expect it'll be mainly positive; it should also function as a means of working in one's challenges... you can have Sit Mods against your deadly enemies, and so are more likely to remind your GM to put them into missions from time to time.) -Wayne
