Costs AN+8 cost levels
Includes a Power Boost (and reverse) effect for non-superpower actions, a Leadership (and reverse) effect for superpower actions, and the ability to combine with all actions as if through Iron Will.
Not sure if it should (probably not) have any effects beyond the "standard" create/manipulate effects above.
