Well, I just finished playing through Bioshock 2, and I feel like I need to make Bioshock Characters. I'm posting this here however so A] others can use these plasmids, and whatnot and B] so I can get some feedback on individual actions, before actually trying to put those actions on a character. So feedback is the name of the game!
GROUND RULES
1] ADAM: All plasmids (actions)/Gene Tonics (modifiers), will need to use ADAM. So far, the only idea I have on this, would just to give players ADAM, in a manner similar to LoE, except you'd need more ADAM than LoE, and the two would function separately.
2] EVE: All Plasmids, and some Gene Tonics, would run on more EVE than Energy. Nothing's coming to me for this one, so idea's are welcome.
3] Plasmids: I'm debating weather this would be a Mastery of Plasmids, with very fleshed out options, or just regular actions. For now I will write them as regular actions.
4] Gene Tonics: These work the same as Modifiers, essentially. The main difference would be the limit on GTs. I'll write them like other modifiers until someone can think of any other ideas.
5] Plasmid using characters: This would probably limit your superpowers (quite possibly to none), and would give you a free "deformed" challenge, that you'd have to pay to get rid of. (1-3 white is my estimate). You would also get a discount on any Plasmids, and Gene Tonics.
6] Big Daddies, Little (or Big) Sisters, and Splicers: These would vary greatly, and I'm waiting until I get more hard rules in other areas to put down any suggestions.
7] Inserting ADAM characters into a regular game: Unless you throw in a bunch of Splicers, or Little/Big Sisters as enemies, this would be hard to pull off. I'll debate whether or not this is feasible later.
8] House/New Rules: The addition of ADAM will have to inspire some new rules, and that's going to take some serious effort. Unless you put them in only Rapture you will have numerous things to deal with (some problems will arise even if in Rapture). A] How to buy/upgrade Plasmids/GTs: On the surface, there is no ADAM (let alone Gatherers Gardens) so this will be troublesome. In Rapture, you run into where to put the GGs and what you can buy, where. B] Upgrading: Most Plasmids/GTs will only go up so far, before they become ridiculous, so whether or not to continue past level 3 is up for grabs. C] LoE and ADAM: If I ever get around to making some sort of "crossover" rules, a few new problems arise. The most important is whether or not to have ADAM replace LoEs, or work the two side-by-side. D] Big Daddies/Little Sisters/Big Sisters: These pop up again, as I try to think of a way that they would work. Quite obviously, Big Daddies can beat the sh*t out of splicers (99 times out of 100 anyways) so it seems unfair to let anyone really be a Big Daddy, but that people will complain that they can't. The easiest fix for that is to allow only "regular" big daddies, which work like powered armor, and not allow Alpha, which use Ps/GTs. Little Sisters, are an even bigger problem, because they should be played by characters, unless people want a bunch of clones of each other for me to play (not literally, but like in the game, they all act the exact same, and look the exact same). Their bond with the BDs is the problem after that, because I can think of quite a few Player BDs who would say "F*ck the Little Sisters, I'm a huge mammoth people killing machine!" Which would defeat the purpose of making the bond in the first place. Big Sisters: This is where I go shoot myself in the head. Allowing you to be a tricked out, plasmid using, bullet speed, splicer killing, ADAM gathering, mean mother f*cker, is not my idea of a fun time. For you it is, but that brings out so many price problems, LS bond problems, Power Gaming problems, and even more problems, that it wouldn't be fun. I'm saying out of bounds for now.
9] Big Sisters: See? They even get their own special rules! Some problems with Big Sisters regardless of PC or NPC. How close will they stick to their duty, at the end of Bioshock 2? What is their real moral code, if at all? Will they kill random people, to gather their ADAM? Since this would more than likely take place long after Bioshock 2 (1980's I think, I can't remember right now) how many of them would even exist? What happens when they become adults? Do they need sustenance beyond ADAM? How often do they need ADAM? And there are more questions beyond these! Right now this is simultaneously at the top and bottom of the to-do list.

These are based off of tentative rules above, and my own guessing. No absolute power levels are given in game, and even if they were, I'd have to lower them substantially. Well, time to dive in...
