I am thinking of designing a female "PC" that is an excellent runner . . . then she was hit by a big truck !! She will be brought back to life, but not as a "complete" human. She will have cyber-netic, bionic, robot parts . . . I will look at my books again, but would she count as a human OR robot (powered armor) as far as near-canon goes? Any answers, thanks . . .

There are rules for cyborg characters. You pay for any robotic parts as though they're on a robot and you pay for any non-robotic parts as if they're not on a robot. As long as you aren't milking this for all that it's worth (because you can really manipulate costs in this way), you should be solid!

Just as an addition: abilities (like Speed) are purchased as normal for cyborg characters. But appropriate Cybernetic Actions (like Force Field or Flight) can be purchased at a discount.

Milk it for all it's worth, use it to manipulate costs.
If you're paying character creation stones for something, grab every discount you can get. Never apologize for it.
Why not?
Every discount comes with a price, just a price you don't usually pay in stones. Cybernetic parts set off metal detectors, can be disabled with EMP (Normally harmless to organics), and don't always improve according to the same guidelines. They get ripped off, destroyed, damaged, disabled, or just f***ed with all the time specifically because GMs view them as more expendable (You can just buy a new one, right?).
People make an unconscious assumption that because you have already chosen to play a character who isn't "whole", that you are more comfortable not being "whole". The crazy thing is that their assumptions have a weird truth to them, but we won't get into that here. Back to practical matters.
I have seen plenty of GMs screw up a player's robot bits because of "nasty falls" or some other garbage when purely organic players just take stones of damage. I don't see many broken bones or amputations on purely organic characters, certainly not as often as I see "actions connected to that limb will take a situational penalty due to the damage to its circuits".
Fyi if cybernetic limbs have any kind of computer in them, they can also be hacked... and will be.
So please, for your own sake, manipulate the crap out of those costs and milk the rules for all they're worth. You're going to get blown apart more often than anyone else already, so you may as well get the most out of it.
