I'm working on a new Mastery character, but the rules of his mastery are giving me a bit of trouble.
He has a Mastery of Flesh: He can control people and animals, no matter if they're alive or dead, as long as they have flesh. This means he can also manipulate disembodied parts.
His primary attack (other than using other people as minions) is tearing apart the flesh of his enemies (he's a bad guy, if you couldn't tell). I'm thinking I could pull off describing that as his Force Blast, but let me know if there's a better description for it.
He can also substitute his Mastery for Strength, by controlling his own flesh to be stronger than normal.
So, we've got a Force Blast, Sub Mastery for Strength, and I could probably pull off Discounted Flight, since he should be able to lift Flesh (including himself). At this point, I'm really just wondering if I should buy Create/Manipulate for his manipulation ability, or if there's a better way to describe it.
Also, I'd like everyone's opinion on how many extra Cost Levels this should have, given the abundant supply of Flesh to manipulate.

I would go with the unlimited create/manipulate option. Understand that this would also be a power of extraordinary scope so it would cost more.
Force blast would be your basis for your attack just give it an appropriate name and it would be an attack vs Durability.
Flight is already discounted for mastery characters.
What I am thinking
Mastery of Flesh +5 (scope of power) -Unlimited Create/Manipulate (+5) -Flesh from bones (+1) --As Force Blast --Attack vs Durability (free) --Cannot Split stones (-2) --Area Effect (he is a bad guy after all) (pay for) (+3) -Substitute Master for Strength (+1) -Call Undead - Controlling your Dead Guys (+2) -Control Others - (+2) Its a telepathy Option but since your here, I might charge an extra stone
So your looking at +19 just on this. That's my take, but since the power itself is to control the flesh, I might lower the cost of unlimited create/manipulate to say +2 So that gives you a +17, now your cant split stones on the force blast so that will lower your cost by 2 so now your at a +15, +12 if you drop the area effect.
You could add other disadvantages if you like depending on the character. Weaker away from the source. if you only stay in one place.

My take:
Mastery of Flesh (Total +8CL) -Unlimited Manipulation +2CL --Stones vs Durability to Control Body/Flesh/Parts. Target still has control of their mind if they have one. (+4CL more if you want to ignore Durability) -Rip Flesh +2CL --As Force-Blast, but can not be dodged (toughness does count) -Substitute AN for Strength +1CL -Free Toughness (as Force-field) at AN while in use +1CL -Levitate Flesh (as TK) +1CL -Specifically effects the Undead, but not robots or Androids.
Very potent against organic beings, but since it does not include plants, robots, tanks, and one assumes people in Power Armor (Unless some kind of sensory effect is taken) it is not really all that Extra-Ordinary in Scope. This also doesn't take over a targets mind. Imagine going after Jean Gray or Sage....you take control of their body and then they take control of your mind and thus their own body again! Not all that effective......thus only a +2CL for Manipulation.
