I am not sure if this was mentioned somewhere else, but I am thiunking of doing up Batman (my fav no Marvrl character, the comic is great with Jim Lee's artwork), and would like to post him. What are the rules here for characters from other comics.

Well, other than the fact that normal men in the DC power scale have straight 8 abilities (ok, I am joking.... but not too far off) I say go for it. If there are ever any complaints we just remove it.

Well, technically we are NOT violating any copywright laws. Especially if no pictures are posted.

The only thing you really have to worry about is any conversions of Palladium NPCs to MURPG. Palladium is really... down on people converting to material from their system to other systems.

Remind me to get to work on the Psipyres... they are Psychic Vampires that travel with a group called the Pack... and work with giant cats and cat-lycanthropes then!

Aric Dacia's DC Universe (www.geocities.com/aric_dacia) site has hundreds of characters from official Marvel and DC continuity converted to that system, almost all with pictures and doesn't seem to ever have had any stick from either the game designers or the comic companies.
As far as I know, as long as no-one tries to profit out of this site they shouldn't have a problem with anyone posting, and its not really much of an infringement on anyone's copyright.

Copyright law only affects your right to publish or use a character for your own or someone eles's profit. Any other use is fair game. That is to say, making a fan site about Captain America is A-okay as long as you note that the copyright holder to Captain America is Marvel (or whoever, as the case may be). Using pictures is different. First, you should note the copyright on the picture (who it's owned by) and then on whoever it is a picture of--i.e., if you post a picture of Captain America by Jack Kirby, you need to copyright the drawing to Jack Kirby (unless he sold it to someone else) and the character to Marvel. If the picture is lifted from a publication, you need to list the copyright holder as the publisher. Just using the name Captain America and writing about him: no copyright mention is necessary. Hope this helps somewhat.
