Would it be hard to GM the game if you allowed players to swap characters in and out sometimes? These comics switch up team members all the time, but would this be a good idea to do a game like this with your players?

Honestly I am running a game IRL where the players have the option to run 2 characters or switch out characters if they choose. It honestly shouldn't affect you as a GM as long as the player can keep the characters separate, I also find that it keeps the game alive to offer the players the option for something different then the same ol same ol every game.

I think a few of the longer-running games on these boards do just that. At least two players in Body Count have had two different characters, and that's just what I can recollect. I've definitely seen the same happen in other games.
I've done it in tabletop too, one character does enough missions and you start feeling like they're ready to retire. Or maybe you find that even though you're still loving your old character, you get excited about a new concept, try it for a few sessions, and still have the option of jumping back to the first.
In other games when characters die and we don't feel like rolling up new ones, we just whip out the first character's "twin" or whatever (aka the first character again).
It's not that different from any other kind of re-roll situation, so it's just as easy to incorporate.

In my limited times GM'ing, I haven't run into a situation I can recall where my players wanted to switch their characters, but I can see myself allowing it. Nowadays I tend to be a bit of a laid-back GM. I usually focus on my players having fun rather than adhering to the rule or anything. My games usually end up being pretty easy, and I sometimes give my players a good bit of leeway in what they do. So, yeah. It's not hard for this concept to work. Might wanna make sure your players know they won't be able to switch out on the fly easily, like in an e0game. maybe make it so that they have to pick one character per issue, and switch otu between issues or at convenient plot points.

I see no reasons why not. Especially since its about a team consisting of many, many characters and not all are being used. Treat it like JL animated series- the original team was made out of 7 people, but most episodes used only 4 or 5, except bigger events. Others might be busy with something else. Also yes, becouse there's nothing worse for a player then playing a character he doesnt want. In most RPG's when it happens, they just get their characters killed and negotiate with GM to make a new character but with EXP from former. In superhero genre thats not necessery, thankfully.

Also yes, becouse there's nothing worse for a player then playing a character he doesnt want. I think I would rather simply allow them the opportunity to change out characters when they want too. If I had issue with players not wanting to play a character that's needed for plot I would probably just use them as an NPC.
