Tarkington Brown believes there's a war and the punks and the terrorists and the hoodlums are winning. When the doctors said he'd have only a few months to live, he decided to make a contribution. Eliminate them. Kill them.
Unfortunately, Heather Glenn felt she could trust Mr. Brown and told him that Matthew Murdock is Daredevil. Tarkington believes Daredevil is in a position to interfere with his ruthless plans and therefore must be eliminated.
Daredevil put a stop to Brown's murder squad and an attempt on his own life. But since Tarkington knew Matt's identity, Daredevil offered to keep quiet about Brown's involvement with recent mob killings, if Tarkington would promise not to blow the whistle on Matthew Murdock/Daredevil.
However, Brown never promised not to pay Daredevil back for interfering... for ruining his plans...and for making his few remaining weeks of life meaningless.
