Well, I mean, just look at the Modifiers; they all work in that way, too (looking at the ones with Modifier Numbers, of course). People don't put any effort into seeing, they just see because it comes naturally. There's no reason to believe that a character would have to put effort into seeing just because they can see in the dark or the infrared spectrum whenever those things come naturally to them. But that's not to say that all Modifiers are always on. If that were the case, what would be the purpose of the Claws Advantage "Retractible"?

People put no effort into seeing NORMALLY. However, ask anyone who has ever worked security or stood a watch in the military, and they'll tell you that staying alert and open to your surroundings is exhausting.
So yes, in game terms... having a pool of more than zero in "perception" (by whatever name) means you're putting out effort.

I think he means why +1 to CL and not just 1 white stone to the CL. At least, that would be a better argument. Also, haven't you thought that maybe those security guards were putting stones into intelligence to keep watch and probably don't have enhanced senses at all? Or was that what you were saying WK?

The Claws are always out. No matter what. Makes it difficult depending on what kind of claws you are going for. Sabertooth's claws would just make him look abnormal. Wolverine's would have him being force to be careful of not slicing up anything if he didn't have the retracted option.

If a power makes a character look weird, alien or mutant and s/he can make it look human I say s/he"switch it off at will". If the Thing could switch his stone skin off, aside from taking off a challenge, he couldn't use it as a defense modifier.

It doesn't take an action to "turn on" a Modifier, so in game terms, it's really not important. The claws are retractable, but they're available any time the character wants to apply the bonus. Obviously, observers would notice the claws coming out (or Thing turning big and orange), but in terms of how the game plays out mechanics-wise, it's all the same.

I think the true advantage of "Retractible" is the cool "SNIKT" sound...and being able to skewer the Blob's butt if he sits on you while your claws are retracted.
