Luffy befriended that band of pirates and from that moment on wanted to become a pirate as well. During his time spent with Shanks, Luffy ate a Devil Fruit known as the Gomu Gomu Fruit (Gomu = Rubber), and unwittingly turned himself into a rubber man capable of stretching, inflating, or bouncing back impact based attacks. Because Luffy didn't know the nature of the fruit they remained friends, but after that Luffy seemed to be even more defensive of Shanks's seemingly meek band of pirates. After Luffy stood up to a local bandit that insulted Shanks and his crew, Luffy got caught up in a hostage situation and was later rescued by Shanks. However the incident cost Shanks his arm. Shortly after, Shanks set sail along with his crew, but before leaving he made Luffy promise that one day he would become a grand pirate and left his straw hat as a parting gift. Luffy has since worked diligently on keeping that promise and is known famously as "Straw Hat Luffy", or simply "Straw Hat". Luffy now aims not only to be a grand pirate, but to become King of the Pirates. Most people don't take his goal seriously, until they see his absurd strength. Even the Marines started to take him more seriously after he defeated the villainous Marine Captain "Axe-Hand" Morgan and several known pirates such as Captain Buggy the Clown, "Pirate Admiral" Don Krieg, and "Saw-tooth" Arlong . A 30 million belli reward was placed on his head. This reward eventually becomes 100 million belli after he defeated Sir Crocodile when the World Government deemed him a serious threat for beating one of their Shichibukai. Cool writeup! I love One Piece, too. Obviously you're more familiar with the character and the series than I am and it looks like you've put some thought into these stats.
Questions/comments: - is he really superhumanly strong? - What Ability Bonus does he use for Close Combat? Personally, I'd use Agility, but maybe that's not as accurate as Strength .... - I'd also give him a Close Combat of 4, then add "Can Combine Stones with Close Combat" to his Stretching. Technically, this should add 5 Levels to Stretching, but as a GM I'd allow it at +2, as if he had Mastery of Stretching. If allowed, this would make Close Combat 2W cheaper, but .... um, never mind. I just noticed that Stretching is a +5 Action, so my idea would make it 6W more expensive. Dang, I really liked that idea, too. Anyone have any ideas about how it could work? - Leadership doesn't normally allow Specialties. I'd still allow Straw Hat Pirate Captain, since his own crew responds pretty well to him, but "Soon to be Pirate King" rarely gains him any respect (AFAIK). - Picky things: Acrobatics is an Action not a Mod (and should get an Agility Bonus), and Healing Factor doesn't need the "+1" designation (the next level of it is called "Accelerated Healing Factor"). - By my reckoning, Luffy is a 40W1R character. (This is assuming that "Branded an Outlaw" is a 3-stone Challenge and "Can't Swim" a 2-Stone, which is reasonable.) If the one-red-stone discrepancy bothers you, you could add a 1-stone Challenge ("Eternal Optimist"? "Obsessed with Becoming Pirate King"?) and Social Skills: 2 (specialties in "Cheerful" and "Pirate Captain") for a total of 40W. - If you're not married to the 40-Stone character idea, then I think I'd add the Good Luck Modifier at [2] or [3], but call it "Grand Purpose" or "Can't Quit Now" or something, since Luffy often seems to pull off a victory by the skin of his teeth. You could even make it cheaper by including a -1 Level Disadvantage: "Only when directly pursuing his goal of becoming the Pirate King". Just a thought. - He turns into a HAMMER?! Bwah-ha-ha-ha!!! That's cool stuff. I need to read more One Piece!

Beyonder, I believe stretching can ALREADY be combined with Close Combat, just like Close Combat and Acrobatics.

Thank you soo much guyz!!! this my first time posting anything online so i hope i could hang around a bit longer with you guys. thanks again for those correction .... -well yeah kinda, in the anime most most devit fruit eaters are refferd to as monsters/monstrous being (luffy always single handedly pull apart large gallions and that gomu gomu bazooka can fling enemies across another islands) -i didnt think he could get any ingame rep with "Soon To Be Pirate King" but he still likes to say this to whomever he meet so... it kinda makes an out of game attitude to opposing pc.. p.s. i really dont know how to compute this stats (40w???)

p.s. i really dont know how to compute this stats (40w???) Wow, that's wierd! Without even trying, you seem to have statted Luffy as an almost-perfect character, points-wise. Well done! BTW, if you want to learn how to compute stats like these, start on pg. 37 of the main rulebook (the one with Spidey on the cover). It will sound complicated at first, but you'll get the hang of it after you've made a character or two. Good luck!

To his horror, he realized that Zeff had eaten his own leg to survive (in the anime, he lost it while saving Sanji after becoming entangled in one of the wrecked ships, and simply ate nothing). Wracked with guilt, Sanji agreed that if they were rescued, he would help Zeff find a restaurant on the water, so that those at sea would not have to go hungry. Soon after, a ship appeared, and they were spared from death. On the Baratie, Zeff and Sanji shared an uneasy relationship, frequently getting into arguments and exchanging insults. Sanji would call Zeff a "Shit-Geezer," and in return, Zeff would call Sanji a "stupid eggplant" and tell him his cooking was awful. Yet for all that, Sanji remained faithful to his promise nine years before, and risked his life to help defend the restaurant he helped build from the clutches of Don Krieg and his pirate armada. With the help of Monkey D. Luffy, he succeeded, but was unwilling to leave his position at Baratie to become Luffy's cook. In the end, Zeff had to remind him of the dream they both shared: to find the legendary sea, All Blue. Tearfully thanking the old man for everything, Sanji departed with Luffy to retrieve Nami, who had stolen the Going Merry and was making her way to the stronghold of the fish man pirate, Arlong.

one piece has this character where she sprouts multiple copies of her arms out of any surface even out another persons body.. how do i translate that to the rules?

honestly, the 4kids version is only crap... it's way better to watch the original (japanese) version.
and as for miss all-sunday i think you have 2 options: create another action, based on the mastery of element; or use telekinesis, with a option to combine it with various skills (including close combat and thieving).

Well, i think she can combine it with some others actions as thieving. on the episode 67 she "steals" ruffy's hat, and later she uses her powers to fight other people.
So maybe it is...
Telekinesis (AN +8) - intelligence bonus (+2) - can combine with close combat (+2) - can combine with thieving (+2)
or something like this, i can't tell exactly how it can be put in game terms, but i think this is the beginning...

Actually, Telekinesis can buy a Weapon Modifier at +1 to cost level, and with that you can use it as close combat without ever having to combine the two, and it's cheaper than the +2 combine with CC option so in the end, we're all happy.
AS for your request on getting a CAD for Usopp, I'll work on it a bit and post it in the other thread so you can the work with it as you see fit.
