I have some Issues regarding PA rules. I have a player who has armor that is powered, but not a full Iron Man type suit. It's basically a chest piece with one arm fully armored with a forearm mounted rocket launcher. Just a gauntlet on the opposite arm. Add boots w/ shin guards and knee pads and that's it. the armor has toughness, a weak force field, jet pack type flight (cannot carry others, low speed and maneuverability), and targeting that links with his cybernetic eye (for rocket launcher). Other than durability for the armor's power/energy and health it has no abilities. his character is a merc. who mostly uses his own training and prowess with conventional weapons. I'm wondering how Combat would work for this Char.? and if maybe it would be better as equipment instead of Powered armor considering the armor is being used as armor and not his full repertoire of actions.

Honestly, it's your game and you should decide whether or not this is equipment or powered armor. You can do anything with equipment really all he has to do is pay for it with character creation stones.
I don't know what the AN/MNs of the suit are, but I'll give you an example suit of armor with everything you just described
Armor: 13 white, 2 red stones +3 Defense (4 stones) Force Field 3 (3 stones) Flight 3 (Cannot Carry others [-2], Limited Manuverability [-1]) (2 red stones) Targeting +3 (6 stones)
Rocket Launcher: 9 stones. +4 Ranged Weapon (+1), 2x Damage (+2), Area Effect (+3), Limited Duration (4 shots per load)(-2)
There you have it, everything you described, and it costs him a cool 22 white, 2 red stones

Thnx for the Help. I think in this case your armor build as equipment would make more sense.

I think one of the most notable differences about armor and equipment is: Armor has a computer program/AI that controls all its functions, while equipment generally don't, and the functions are dependent on the characters abilities.
