I finally read the Watchmen, and WOW! Its easily one of the greatest comics I've ever read, so I decided to make the characters.
Rorschach
Abilities: Intelligence: 4 Strength: 2 Agility: 2 Speed: 2 Durability: 3 Energy: 9

Watchmen is definitely one of the all-time greats! Good writeup and I'm looking forward to more. Just off the top of my head, I'd give him a 5 Intelligence (seems to me he had a Genius-level IQ in his psychiatric paperwork ....) but 2 Strength (he's tough, but no 300-pound gorilla) and Intelligence Bonus instead of Strength for Close Combat (as demonstrated by his use of impromptu weapons in prison and when trying to escape from the cops). How about Acrobatics as well? (I think that was in his paperwork too.) I'd also think that Intimidation is definitely one of his specialties, maybe under Detective?
I'm only picking on details because Rorschach is one of my favorite characters. He definitely represents what kind of person it would take in the "real world" to put on a mask and fight crime with his bare hands.
I do have one question: how the devil are you gonna write up Doc Manhatten?!? Yikes!

Well, of course, it depends of which era you are referring. If you want to describe Rorscach before 1975 (the kidnapping of the little girl), i think your write up is accurate (maybe i will add some level of acrobatics, mental defense because of his iron will and vehicule operations)
If you want to describe the post kidnapping Rorschacj then I agree with beyonder that you have to put: higher INT, INT based energy, INT bonus in close combat and some level of acrobatics (1 or 2).
Plus: add the Boxing and Improvised Weapons specialties to Close Combat, use high level Private Investigating (at least 7) instead of Detective and add higher mental defense (he has ironwill AND he is a goddam psycho). You can add several challenges too: wanted by cops, disliked by peers, ...

I don't think it's even remotely accurate to call Rorschach insane or "psycho."
"Highly principled" is more like it--maybe his challenge is his unwavering moral code. Certainly not insanity, at least not in comparison to Adrian Veidt (Ozymandias--a mass murderer) or Jon Osterman (Doctor Manhattan--a sociopath).

Honestly I’m not sure about giving most of them* any physical ability stats above two. The characters in Watchmen were more down to earth than the inhabitants of the usual comic universe. This wasn’t a world where everyone in tights is automatically assumed to be an Olympic level athlete. Rorschach isn’t dangerous because he’s physically powerful; he’s dangerous because he’s willing to do whatever it takes to accomplish his goals.
*Manhattan is an exception because he’s blatantly superhuman. Veidt is another exception for very obvious reasons and I could see giving the Comedian a strength of three just because he looks like someone who is that strong.

Silk Spectre is established as having some gymnastics training, as is Ozymandias, but most of the rest of them are, at best, fairly athletic. Nite Owl isn't even that. Also, keep in mind that most of them are in their 40s or pushing 40 at the time of the story. The Comedian has the body of a bodybuilder (Str possibly 3) and the training of a serious fighter, but the majority of the characters are fairly mediocre at anything physical.

Vis-a-vis the "lacks morals" challenge for The Comedian: Isn't his challenge rather that he pretends to lack morals? That's why he cracked up and ran to Moloch when he discovered Ozymandias's scheme: the facade of I-have-no-morals-and-the-world-is-a-joke came crumbling down.

Just an idea, but shouldn't Doctor Manhattan have a challenge relating to the fact that he is essentially completely complacent, inasmuch as he sees everything that is happening as having already happened and therefore inevitable, thus he is almost completely passive? That's a rather extreme challenge to face--just look at how much it took for Silk Spectre to convince him that human life has any value at all.

The Comedian's intelligence is also considerably above average--no genius, but very, very clever and crafty. Quite a dangerous mind to get on the wrong side of.
