I'm having a hard time finding the rules for making a character with and alternate form (like The Hulk, Thor, Wolvesbane, etc.)
Is there a point cost reduction? Or do you have to spend points in both forms?

You spend full points for the more expensive form, and for the weaker form, you pay half price for modifiers and abilities, but full price for Actions. You get to share the gear though. You need to look at Transform Self in the Modifiers section for the rules.

Yeah, it's just "Transform Self" on page 70 of the MURPG game guide.
I recommend finding a different way to build your character though, characters with Transform Self are very hard to make cost effective.

What's the type of character you want to build? There's a House Rule put up years ago called Power Up/Power Down that reflects characters like Colossus or Goku, who don't lose any of their abilities when they transform, but do enhance what they're capable of doing. There are all types of ways you can build a transforming character and not have to deal with the awful, convoluted Transform Self rules. Sphynx made a Hulk sheet using Mastery of Elements to get the same basic result as Transform Self and, while there are some parts of the sheet that aren't perfect, the concept is solid. We were a very creative bunch when this board started out, apparently.
