If I were going to be the arch-nemesis of any super hero, it would be either Batman (but there's no way I could out-crazy Joker, so that's a wash), or acting as the Conservative counterpoint to ultra-lib Captain America (but he's not Cap anymore, Bucky is, and he's not really political at all, he's just kind of a cynical jerk, which I appreciate)

Addendum/correction; Actually, I would be Deadpool's arch-nemesis. For starters, since he's evil masquerading as good because comic book fans are dumb, I could be good masquerading as evil and not have to compromise my morals. Also, I hate that %#@!

hmm..if i could be someone's arch nemesis, i'd probably pick Aquaman.. Aquaman, because damn that'd be funny to insult him. "what you gonna do? Come OUT of the water? HA HA HA!" *dramatic bad guy laugh..* Yeah, it'd be a non respectful role, but i'll have fun doing it Besides, it'd be easy as well.

The problem with being Aquaman's enemy...
Well, there are two. First and foremost, goofy as he is, he's friends with the Justice League. Piss him off, and they will reign all flavors of hell down on you ;D
But what I was initially going to say was that with Aquaman, you basically have to go down to his domain to do anything to him. If you're not messing with the ocean, he doesn't have any reason to care about you (making you a lousy nemesis), and if you are messing with the ocean... he can pretty much kick your butt *shrugs*
Still, Aquaman is a pretty solid choice. He's got some solid built-in limitations that you can work with, and like you said, he's fun to mock. He has to know he's a b-rate superhero on an a-rate team.
I'd never wanna mess with Wonder Woman. She's basically Superman w/o the Kryptonite and magic weaknesses. What do you do with that? Nothing, you just take your beating and hope you survive.

The solution to polluting the ocean? Well, there's already a place in the ocean that's essentially an island of trash. It's called the great Pacific garbage patch: en.wikipedia.org/wiki/Great_Pacific_Garbage_PatchAnd in order to one up, all a nation's nuclear waste can be dumped there.

Yeah, but that's in the real world. In DC comics I'm sure they have some very utopian way of dealing with nuclear waste (or just don't use nuclear power at all).
The comic books seem to deal with everything perfectly... except violent criminals.
