I said with splitting stones. meaning if he has the CC of 3 or more he could spit it into 3 one stone attacks and still get his claws on them. am i wrong on that?

He can't split into two attacks and get +3 on each. Stones are a pool, so if he puts 6 stones into Close Combat, he gets 9 stones (6 +3 for claws) total, not 6 stones to divide up between his attacks and then +3 for each on his claws.

You're making it a little complicated. First of all he should take the close combat action, then he should buy the claws modifier. Since he wants speed to be taken into account, he should choose speed as the attribute that governs his close combat. Close Combat 5, 9W -Speed or Weapon Modifier -Armor Piercing +3 Claws +3 (MN+4), 13W -Extendable +1 -Negates 'no AP' up to MN +1 -Indestructible (Adamantium) +1W Now let's assume that he has given his character a speed of 5. This means he can put up to 10 stones into his attack, then the claws add 3 stones extra on top for free for a total of 13 stones of damage, and they give his close combat extendable range, and since they are made of adamantium they are indestructible. The AP ability added to his close combat means that he can shred vehicles and walls with his claws as if they didn't have toughness. As for the cases when a character has toughness with the no AP option, this is how I would house rule it - the claws negate up to 3 stones of that character's toughness. Does this sound fair? I said with splitting stones. meaning if he has the CC of 3 or more he could spit it into 3 one stone attacks and still get his claws on them. am i wrong on that? He can't split into two attacks and get +3 on each. So with the example I provided, if the character splits his attack between two targets, he could apply 7 stones to one and 6 stones to the other. The claws don't add to EACH attack, they add to the total pool of stones available to apply to attacks.
