Superman overhears the transmission, then flies up, up and away!
Thundering up through the (night?) sky he loops up, over and down towards the harbour seeking to arrive at the place where Jimmy is being held first. He scans with his multitude of senses to locate Jimmy but intends to stay out of sight for the moment...
ACTIONS
Flight - as fast as is possible without breaking every window for 3 blocks. Use Telescopic vision to find Jimmy If that doesn't work, X Ray vision to locate him by 'turning the buildings transparent' Stay out of sight for the moment, but a couple of hundred yards away, so that he can there in a flash!

OOC Quick Recap - Batman is tracking down to where a power surge (cause of the brownouts) has been diverted to a collector junction box near the Bowery Dockyards. So Batman knows the where, but not the why...
Early morning sunlight glitters across Gotham Bay’s inlet harbour, flashing along the rows of dilapidated water front bars and warehouses which line pier 38.
The biting aroma of salty air mixed with the stale smell of rotting fish floats through the Bowery, as the slow, methodical lapping of the bay's waves sloshes yet another night's worth of garbage and medical refuse upon an oil-slickened shoreline.
Straddling the littered sidewalks, overweight sailors seasoned with equal parts of saltwater and rum, stagger about and decry their sorry plights. Several drunken specimens work their way over to your area, singing incoherently of sailors' lives on the bountiful sea.
Amid several viscous belches and through blackened, rotting teeth, one of the sots turns to you and says thickly, "S'hay mayte, couldj'a spring fer a wee nip o' the dawg?"

Dice Action (Interrogation): d6CHA23R2d10 + 2d10 = 22 Batman indicates that perhaps he'd be willing to fund more than just a wee nip pf the "dawg", if the sailors tell him what he wants to know. Have these merry men seen anything suspicious lately, perhaps in relation to the junction box near the Bowery Dockyards? Or have they witnessed an excessive surge of light or power nearby? NOTE: If they do help him a lot, which the 22 indicates may be the case, then Batman will toss them a roll of cash. He's Bruce Wayne. He can afford it. 2d10�2d10

OOC The adventure suggests Batman is 'out of character' to simply hand cash to these guys so they can stay in the gutter, but it also states that not paying will antagonise the sailors and escalate to a fight (against 16 Sailors). However, 2 Dex and Body with no real chance of team attack (flailing wildly and getting in each others way doesn't strike me as teamwork) can only go one way unless the dice come up crazy high.
With that in mind I'm happy for the following to go down:Batman made it clear he disapproved of the sailors drinking...Taunts quickly turned into shouts and one of the biggest sailors stepped forwards, flexing his neck and popping his knuckles, giving a yellow toothed grin as he strode forwards. Batman didn't even throw a punch. He stepped in, leaned nose to nose against the other man, and stared. "Tell me all you know about the goings on here." he rasped. The sailor baulked, gathered his bravado and was about to make a threat... "Then I'll make sure you and your friends here can buy another drink." added Batman. He held up a roll of bills in a hand, and looked the sailor square in the eye. Isolate the leader. Make it clear that he, faster, harder and more painful than any of the others, would go down first. His friends would be less likely to follow him if... "...you can spare your friends the worst hangover of their lives, and broken bones, by telling me what you know and taking the money. It makes no difference to me, but I'd rather talk to you all now rather than in a few hours when the first of you come round. You can save your friends AND get them drunk." He glanced past the mans shoulder. "More drunk." The sailor laughed nervously, then turned to his friends "Hey, we're all friends, right? Batman is buying a round guys! Let's have a friendly chat, right?" "What about..." "Hey Mackie, tell ya what. Go sit over there and when we finished chattin' you can watch us drink our booze, 'kay?" Mackie shut up. The sailor turned back to Batman... "Now that you mention it, Batman, all week long there's been lots o' activity just inside the harbour· area. I'd say about 100 yards out in the bay. " "Most of the ruckus came from GothEd workers. They showed up in large, unmarked vans and boated out to some sort of buoy." "These GothEd guys had all sorts of equipment and dove down below the buoy. You'd think they were fish or something 'cause they didn't come up for hours. Come ta think of it, while they were down there the whole area went black a few times." Batman held up the roll, the sailor reached... and Batman moved it back an inch. "Hey man! I swear, that's all we know!" Batman looked at the Sailor, nodded, then handed over the roll. With a cheer the sailors divided the cash up and began to plan about how best to spend it. As Batman considered the words, Mackie came up. "I saw somethin'. Gonna cost you ... five bucks though..." OOC I assume Bruce Wayne can afford another 5 bucks. Always struck me as strange that he never just paid off the bad guys to go straight. And yeah, the world hunger thing... Well, no one ever said comics were logical... In a manner befitting the most-astute governmental spy, the drunken old sot leans surreptitiously in your direction, steadying himself on a nearby wooden beam. Punctuating his statements in breaths reeking of ancient whiskey, the sailor says, "Y'know, Batman ... lately the fishin' round here ain't worth spit!" To accentuate his point, the old sailor falls briskly past you,landing face down, square in the center of the decaying boardwalk. Batman looks out towards the bay. He can see a distant buoy with a flashing blue light atop. The one the sailors referred to.

Wasting no more time on the wasted, Batman turns toward the water. Walking at a quick pace he, dons his rebreather and goggles before diving into the brackish waters. He swims towards the buoy, lighting his infrared flashlight if needed. Action 1: Prepping his rebreather, infrared flashlight and goggles Action 2: Acrobatics to dive off the dock into the water. Action 3: Using Stealth while swimming underwater toward the bottom of the buoy. BATMAN Body: 6 Mind: 12 Spirit: 10 Hero Points: 67 OOC: I hope there aren't any sharks.

As the morning sun furthers its ascent into the early Gotham sky, a casual glance downward serves adequately to reveal the cause of these sailors' dismay. Hundreds, perhaps thousands, of fish float lif eless atop the blue-grey waters of Gotham Bay.
For one whose livelihood depends on the sea, this is a sorry, helpless state indeed. As you approach the central buoy, its flashing light reflecting irregularly on the waves surrounding it, you gaze down into one of the deepest portions of Gotham Bay. Its bottom is totally obscured by an industrial industrialised murkiness whose fathoms beckon you to the icy grip of a watery grave.
Having made sure there are no surface borne dangers about, a quick glance shows no imminent threat from below - Batman hadn't packed his Bat-Shark repellent.
As the morning light which effuses Gotham Harbor fades with every descended depth, you follow the thin cable which trails from the base of the suspicious buoy. It slithers downward through the bay's murky, stagnant depths until reaching the floor, where it connects to some large junction from which dozens of power cables emerge, trailing off to various portions of the Bowery area.

This reminds Bruce of the time he became a human fish... OOC 9 RAPs on the Gadgetry (not Scientist) check comes up with:
This is a normal Goth Ed power supply junction box which services the Bowery area with electrical power.
The box itself is receiving a tremendous amount of power from its' Goth Ed source, much more power than the entire Bowery area. Or ten areas its size, could possibly utilize.
One particular service cable is drawing nearly all of this additional power from the junction, while each of the other cables appears to be providing normal service to the other sites.
Batman notes the power draw from the cable and follows the trail of the thing deep into the muck of the river. To follow that would take all of his skill at Tracking, and not a little luck!

The Dark Knight rises, using Stealth as he slowly emerges from the water, surveying the scene. Action 1 (Dice): Perception Check (w/ sharp eye) bZ4rqGOE2d10Action 2 (Automatic): Using Stealth to move to a hiding spot where he can dry out while observing the scene using his Infrared Flashlight and Goggles. At the far end of docking bay 94, jutting out obtrusively into Gotham Harbor, sits a decrepit-looking warehouse; its weathered, wooden sides glow with the soft orange hue of the early morning sun. The area surrounding the seemingly abandoned warehouse is silent, save for the quiet lapping of waves against the structure's bay supports and the occasional cries of seagulls scavenging for meals.
Upon closer examination, the warehouse seems in much better condition than it appears to be from a distance; its edifice is well-maintained, its many windows are efficiently boarded, and its apparently rickety foundation actually provides sturdy support. The floorboard planks surrounding the warehouse vibrate quietly, resonating with a deep bass.
Along the inland side of the warehouse is one large, sliding entrance upon which is painted the warning: PRIVATE PROPERTY-NO TRESPASSING.
A faint plane of bluish light cuts its way through the morning shadows, emanating from within the warehouse between the entrance's irregular double-doors.

Keeping to the shadows, Batman silently investigates the irregular doors and the light within.
Action 1 (Automatic): Using Stealth to move to the doors without being seen or heard.
Action 2 (Automatic): Turning on his infrared flashlight if necessary, to emit a light that only one wearing infrared goggles can detect. Batman still has his goggles on.
Action 3 (Dice): Perception Check (w/ sharp eye) to peek inside the warehouse and to determine if a door can be opened without making noise or triggering an alarm. zb0VfCag2d102d10
