Well, yes, I imagine that a character with Flight can stop in mid-air.
I'm not sure what your question is, really. I mean, Superman, for example, is able to fly because of our good old yellow sun that has the effect on Kryptonians of bestowing many God-like powers. In other words... he's freakin' Superman. That's what propels him. And yes, he can stop and hover. That's one of his things.
But just because he can stop in mid air doesn't mean that he's immovable. Granted, I imagine he might be able to resist most attempts at being moved. However, that means he's only got near-immovability as long as he spends the stones to resist it. That's really the key point.

there are few characters that can't stop in the air. with flight you can always hover, spending only 1 red stone to stay airbone. but characters like cannonball can't do that because they flies with Blasting... hope it helps you!

Think of it this way: like with any other characters, if he gets nailed hard enough while he's just hovering there, he's gonna go flying. However, if he's really trying to stay in the same spot (ie. putting stones into Flight/Strength), he could avoid moving from one spot. However, he's not like The Blob in that The Blob won't move no matter what happens to him. I thought that getting punched through walls (and then proceeding to kick arse) was part of Superman's thing.
