Well i would say;
1. To be invulnerable to Nuclear Waste you'd just take invulnerability to radiation (which i believe is covered in the book) as thats all that it is really.
2. I can't see why not, however, the damage it caused etc. would be markedly different- radioactivty would be more of a long-term thing, you know hit them then wait until the genetic degeneration takes effect- it could be years!

DO you happen to know that cost I don't have the books with me.
I was thinking more along the lines of just a story thing. The effect would remain the same as Normal just insted of it exploding pink it would be green.

Actually I changed my mind... I think I'm going to do a Mastery instead. DO you think a mastery of Radioactivity would just be cost level? Would it have a 2x Dmg. force blast?

Just saying “Mastery of Radiation” is kind of vague. If we’re talking about ALL radiation then it is a pretty wide ranging Mastery and I can certainly see where a +3 or +1 would apply. Sure, why not? That’s not how Radioactive Man’s MoR force blast works but that doesn’t necessarily mean your interpretation of how your guy’s MoR works has to be the same as how another MoR character’s powers work. Heck, you already mentioned Charge Objects. Why not have Charge Objects (“Irradiate Objects?”) as part of your mastery instead of a force blast? Granted, that would make for a pretty expensive option for a Mastery but you might be able to talk a GM down to +3 or +2 (it might still be cheaper to buy it separately and merge it into your Mastery later).
