I was thinking about this the other day, and +3 Levels can be a costly advantage when you're actually counting stones. That, combined with the fact that not every character that you want to have penetrating power will necessarily have such extreme penetrating power.
So what if you could get lesser versions of Armor Penetration?
I was thinking +1 Level to ignore 2 points of Toughness, +2 Levels to ignore 4 points of Toughness, and +3 Levels still gets you complete negation of Toughness as usual.
What do you guys think?

I like it, though I don't know how well it would work out in play (lack of experience with the system). Anyone else with more play-time have an idea how that works out?

Seems fair I suppose, I think it'd fit well for non-supers who want to simulate a sniper with AP rounds for example. Beyond that it may be a bit complicated to play but simpler to explain.

I like aswell... I more or less like it just as much as the Prescience house rule... This allows for a much broader difference between characters... For example that character might be more "penetrating" than the other (Adamantium claws, heavier bullets, light rapier, ect..."
