Ok this is my take on this after reading others here.
I am looking at making a master of time as my next character.
Some of this stuff was taken from them. I also put my own take on each of the options offered in the books. There are only 2 things that I was not sure on, these were transform into element and can be combined with close/ranged combat.
I am hoping that with help this can be taken to where it should be. I am still working things out as I write this.

Mastery of Time +3
With mastery of time you are able to control most aspects of time. You also always know what time it is no matter where you are at.
Since this mastery is of extraordinary scope it costs +3 to the AN.
[+0] Manipulate Time: This allows you to control time; you are able to stop and slow time as well as reverse or even fast forward time. You are only able to speed up or rewind time a number of panels as your Action Number on the Duration section on the D&R Chart. This is also on in the area your Action Number allows on the Range section on the D&R chart.
[+1] Create Time Barrier: This is for barriers. You set the effect of time on the barrier. You must concentrate to keep it up, if you do not the barrier or area will last for 10 panels (Duration 2 on the D&R chart).
[+1] Immune to the effects of your element: You are only immune to the effects that you create. If another master manipulates time you are not immune to their effects. If you are not immune to your effects you will age at the same rate that you manipulate time. If you are not immune and you stop time then the effects only last for 1 panel.
[+2] Transform into Element: Your mastery of time has slowed your natural aging to a point that it has stopped, your body no longer ages and you cannot die of natural causes. You are essentially timeless.
You may have lived thousands of years bouncing from one time period to the next or living from day to day. You may have even gone back into time to see a period that you have grown to love through movies and stories. Who knows you may be from the future come to save your own.
[+1] Temporal Blast: This works just as force blast however the blast affects one person unless you also buy area effect. You set time on the person or the area. Range: 4, Area Effect: 2 (if chosen)
[x] Accumulate Energy: Not allowed, you cannot accumulate time. Time either moves or it does not.
[+4] Time Travel: You can travel through time. The amount that you can travel is not limited like that of manipulation of time. You choose a time and you go there, however you must be in the location you want to be at when you traverse time. You will however never become stuck in an object.
You can go back in time to see the great masters’ paint or go into the future. However going into the future you will see a time that will come as long as the world stays on its path… Can you change the future…
(This is bought as a single action from teleportation at a -2 cost since it is attached to mastery of time. Also according to the rules you may buy just an option of a power at AN + option number)
[x] Flight: needs description
[x] Must live as Element: Not allowed see Extended Life or Immortality.
[x] Unlimited Creation: Not allowed there is nothing else to create.
[+2] Force Field: You create a time bubble around yourself. This bubble only stops time, anything entering it will only stop (damage is accrued as normal to drop the bubble). If you are not immune to your own effects this will only last for 10 panels (Duration 2 on the D&R chart)
[+1] Absorb Time: This only works if another Master of Time uses his effects on you. You can absorb up to your AN in Time damage.
[+1] Regenerate Stones: This works as normal however time needs to be stopped or in an area effected by Temporal Blast.
[+2?] Can be used with Close Combat or Ranged Combat: Not sure if this really works or how it would work. Since the effects of Temporal Blast would be the ranged part, however it could be a touched temporal blast that affects a single person or object or a variation of Corrosive Touch.
[+2] Ravage by Time: Any inanimate object you touch you speed up the process of its decay.
You must overcome its hardness on the D&R chart and you can affect an amount of weight equal to one half of your AN number on the Weight section of the D&R chart.
Ravage by Time works with Close Combat. (based on Corrosive Touch not that I can find it in the books)
