Alrighty, so a player of mine has the power transform self, with the ability to turn into a gasseous state. He wants to add lines to this so he can learn how to be able to effectively enter an enemies lungs while in the gas form to suffocate them. I think it's a great idea, but how many lines do you think it should take to add that? I'm thinking 30... considering it's very similar to the Phase Attack option for Phase Shift (that was +3, right?).
Any tips for this?

You sure you want to do this? This looks like a one-hit kill power, and I doubt you'd want to set up an awesome villain only to have him/her cough to death.
Personally, I wouldn't allow it for a PC.
If anything, I'd make it 60 lines, so it would take very long to attain.

Yeah, we worked things out. He's just going to get Pheremones as a modifier with a cap at +3. I'm charging him what... 80 I think, but he's going in chunks so every 27 or so he'll get +1.

does the character have phasing (or the flavor of gaseous invulnerability) already? if so, yeah the +3 cost level is a good idea. If the character doesn't have phasing already It can just be description. I assume you don't let him directly attack someone with close combat in gaseous form, so he could learn to do that to be able to use close combat while in his crazy gas form.
