I was trying to price and/or figure out how to create a particular power I like to call Slow Mo. With this power the character is able to alter their perception of time so that everything seems to slow down to a crawl. If you have seen Davinci's Demons and the scene where he sketches birds in flight then you know what I am talking about. This would be a very useful power if elevated to superhuman levels as it would give you a great factor more time to think about what you are going to do next and to react to things that are going on around you. You still won't be fast enough to actually dodge bullets or anything as you aren't moving any faster than anyone else, but you might seem to be able to as you would be able to discern where a gunman is aiming before he pulls the trigger and move out of the way of the path of it. Would this be similar to prescience in game terms as you are essentially able to find out what others are doing and react to them before their actions are completed? Any ideas?

I gave out something very close to this as a power package in my old New Mutants game; the character later became an NPC after the player left the boards. (We miss you, dracoskip!)
In the end, I handled it as a combination of reflexive dodge, radar senses, concentration, high agility, targeting, and the efficient advantage on Close Combat. You could argue Leadership, too, given the added time to think out strategies, though this particular character wasn't much of a team player. That gave him a pretty broad suite of powers that, while not individually overpowering, made him a very well-rounded opponent who was almost impossible to surprise. In combat, he moves with incredible efficiency, and attacks with extreme accuracy, making virtually no mistakes.
It also makes for neat roleplaying, as the character can sit there in the middle of any situation and ponder any number of things. Nightmarishly, though, if trapped in a situation that they honestly can't hope to escape, they would have an almost endless amount of time to sit there and contemplate their impending doom. T___T

If helpful, Stop Time was priced at +7 CLs on another post/thread. It was only +2 CLs for not being able to move yourself, concentrate only on the stopped time, themselves.
