Here's a question concerning RAI for combining actions.
Let's say you want to combine Computers and Technology/Vehicle Operation (having already combined those 2 actions with 10 LoE earlier) at 4 and 4.
You have your 4 specialties for Computers and 4 specialties for Tech/Vehicle Operation. You then combine them into 1 Action. How many specialties do you have? 8? Or do you pare those down to 4?
I could see it either way. On the one hand, keeping the maximum number of Specialties at 4 would provide a reason not to combine Actions. On the other hand, allowing you to keep previously acquired Specialties is a benefit to combining Actions (beyond save room for more actions on the CAD).

As intended? I think it's unquestionably intended that you keep all Specialties.

Although it certainly makes things a bit clunkier. I suppose as one progresses they'd then add a single Specialty with each increase in the AN.

Generally, I'm less concerned with RAW and RAI than I am with "rules that work" and since this game was written by chipmanzees locked in a room with 4,000 pages of bad Marvel panel art, some old word processors, and as much cheap vodka as they could drink, I'm even less interested in the RAW and RAI than usual 8)
