You missed most of the conversation but you didn't need to hear much more than that. You turn your head and see a man standing at the counter. Disheveled but seemingly calm, the man speaks to the barkeep. You sit only two stools away sipping at your drink in the midst of a noisy tavern. Drunks and bards pass through daily hoping to earn a drink with a story but this man makes no attempt to project his voice. His conversation is for the barkeep alone. You lean your ear to catch more of the conversation.
"The duke's posted bounties, doubled the men on the night's watch. Abyss below us, he's even offered pardons to any man in prison what might bring an end to the scourge. All with the king's approval. He's desperate." The man throws back the tankard and sets it back on the counter with a smile. "Damned glad to be rid of that place. Betting it won't be but a year before the bloodsuckers overrun that city. I need to thank you for the room upstairs. My family and I haven't slept that well in a month."
The man turns to leave and sees you staring back. He pauses a moment and looks at the barkeep. Back to you. He moves to you and as he bundles his cloak in his hands.
"Steer clear of Havanaset, friend." He mutters as he passes you.
You watch as he leaves and turn back to your drink. It's not been the first time you've heard of the city Havanset. And it's not the first rumor you've heard of vampires.
Bounties the man said. Your hand instinctively touches the pouch on your belt. Three coppers jingle in your pocket. Though one of those coppers may actually be a rock. Not enough to make a living. Though when you think, it would be enough to buy passage to Havanaset.
Have you guessed yet? New game idea. One I've fleshed out a good deal more than the last. A fantasy setting of my own design, you live in a nation called Euphica. Word has passed to you in one form or another that the city of Havanaset off the eastern coast of Euphica has been plagued by vampires. You may have heard this through a stranger in a tavern and need the extra coin. Perhaps you're a paladin hunting vampires. Or you could even be one of the prisoners the duke has pardoned in exchange for your vampire hunting services. Sky's the limit.
D&D is the general setting of this world. Orcs, elves, dwarves, and other races will make appearances and you're more than free to choose your own so long as you seek approval beforehand. The duke isn't exactly picky about those coming to end the threat. Though I might be if you try to get too exotic. Yuan-Tis will be a little hard for me to incorporate into the game.
The stone limit is 20 plus challenges. Challenges like don't appear human aren't going to apply unless you find my approval for one of the more odd races. Orcs will also be granted +2 challenge for appearance given their negative reputation. (Don't worry buck-o. You'll prove them wrong).
I'm not going to give racial bonuses of any sort as I want to avoid someone trying to play stereotypes. You want to play an elf that mines and has a manlier beard than ZZ Top? Have at it.
Magic is a go. You can treat AN of Mastery of Magic as "caster level" so to speak. This is not going to be incredibly strict but someone with Mastery of Magic 2 is not going to be changing the weather to strike their foes with lightning anytime soon.

EDIT: Mastery of Magic will not be treated as it is in the book. It will be an action permitting the use of magic. Someone who wants a minor proficiency can take a 1 or 2 and sorcerers/wizards can access higher ANs. No one panel to prep or any such nonsense.
