I'm thinking its time to get back to where I started here; a fairly basic super hero game. Since I've had the most success with X-Men games in the past, I'm going to go with that. This is going to serve as a sort of reboot for my 313 universe, but it won't be the origin story of the X-Men themselves. This game will assume the team has been up-and-running for a few years. I'm going to avoid writing too much setting background at this time, I want player input to be able to form some of that, but assume that the X-Men are still relative "late comers" to the super heroics game, with the Avengers and Fantastic Four having been in operation for a decade or so already at this time.
As far as characters, we will be using my "house rules" (link below). Stone count will be a standard 40+10. Actual X-Men are preferred, but I may consider an original character or two if they fit nicely. Feel free to re-write characters within reason (again, I'm trying to avoid pumping my personal notions/preferences into this). Characters should be young adults (15 - early 20's), students of the Xavier Institute, etc.
As with most of my games, this will likely focus more heavily on role-play and relationships than action.

Oh, one minor note of deviation from my standard house rules (and this is probably going to become the standard for my house rules). You can double the limit on Modifiers if you only have one modifier that provides free stones. So, for instance, Colossus could have Toughness 8 in this game, because it is the only Modifier he has that adds free stones.

I remember someone had a rule that you could pay 1cl more to have an action be in both forms at the same AN I think it was DK.

After a brief glance, this is what I've done with Transform Self in the past. The weaker form is completely free, except for any element of that form that is higher than that of the greater form. For those elements, you pay full normal price. So for example, if you were doing Hulk/Banner, the only things you would pay for would be Banner's Intelligence, Technology, and Inventing scores.
This does somewhat encourage "mega lesser forms" (i.e. an unarmored Colossus with 3 in every ability, the same CC score as armored Colossus, and so on), but generally speaking it hasn't take me more than one "oh come on dude!" to get a player to rethink that sort of thing 8)

The roleplaying > action part got me in, the canon characters one not so much (even if you included a "backdoor"). It sounds interesting, have to think about who to play as, since you allowed for reasonable rewriting. I should come up with something for tomorrow (weekends tend to be strangely busy)
