"In the past the world was protected by shadowy groups of mystery men and women calling themselves 'Justice Societies.' Repeatedly throughout history, in times of crisis, these secretive organizations have appeared. It is without question that these organizations have accomplished great things, but truth be told the facts that their membership was anonymous, their true numbers were unknown, and they were answerable to no one also caused numerous problems. A brief look at the 1970's incarnation of the Justice Society of America reveals numerous inconsistent accounts, strange disappearances, questionable use of force, even accusations of involvement with various criminal activities. When some of the true identities were revealed, it was made clear that the Justice Society had a radical agenda; Oliver Queen was a known Marxist, Jefferson Pierce was tied to violent black separatist organizations. It seems that the only thing that kept them from bringing anarchy down on the entire country was their own incompetence and infighting.
"A year ago, the United States government came to me with a question; how do we deal with these super humans? Normally when the government comes calling I tell them to get lost. I'm a private businessman; if I wanted to be in government, I'd run for President. In this instance, however I was intrigued by the question. Not just because of the very public harassment I've received from this so-called Superman parading around Metropolis in that garish getup, but because I believe that everyone, no matter how different, should be able to make the most of their abilities. Treating super humans like they're criminals automatically just because they're different isn't right. Telling them they can't make the most of their abilities in whatever capacity they can in order to make a living just isn't right. That most of them do what they do for free makes it all the more undesirable to force them to stop; charitable notions shouldn't be hindered, they should be encouraged.
"So I took on the project. I didn't accept the contract they were offering. First of all, it would have been a tremendous pay cut, but more importantly, I wanted to be able to do it on my own terms. Billions of dollars of research later, one thing I can tell you for certain is that attempting to force some of these people out of the shadows is never going to work. The best we could hope to accomplish that way is to rob ourselves of some of our greatest champions. Yet, we recognize the danger. We recognize that if someone like Aquaman or Wonder Woman goes rogue, we're all in a lot of trouble.
"And so here I am today, proud to announce that I have just received a charter to create something entirely new. Not a Justice Society, no. Those are things of the past; remnants of an era when those with powers ran unchecked. Today, I announce the creation of the Justice League International! Chartered through both the United States and the United Nations, with over twenty nations in full participation, this organization will serve a dual purpose. The Justice League will, of course, serve as a crisis response team, so whether its an alien invasion or a sudden evacuation, we will be there. In addition, however, the organization will be chartered to police the activities of super humans worldwide, to ensure that everyone is in full compliance with the law, and not just behaving according to their own whims. We won't be interfering in the perfectly lawful activities of heroes of the public trust, like Superman, the Green Lantern, and the Flash... but we will be putting a stop to the violent vigilantes, those who violate the law and choose retribution over justice.

First of all; (starting with the first Superman, ignoring the second, and proceeding from there) these are write-ups I did for several prominent characters within the setting. None of them are available for this game, but the CADs do reveal how I'm putting together various DC power sets. Please notice that I tried wherever possible to keep the power sets SIMPLE, rather than adding new mechanics, etc. These CADs also show the sort of power levels I'm working with for this setting.
I haven't written up much in the way of a background for the setting, but some details are revealed in the CADs of the various characters if you look closely (primarily at the "Challenges" sections).
Seem like homework? It sort of is. I'm hoping to find applicants deeply interested in helping to build the setting itself, as much as in playing various characters.
What I'm looking for in characters are people who might presumably join Lex's JLI (bearing in mind that, in this continuity, the JLI is the first and only "Justice League", though several incarnations of the Justice Society have gone before). Obviously not everyone buys into Lex's apparent humanitarianism. Characters who suspect Lex aren't barred from being part of the game (though I'd like to keep them in the minority), but they'd need a good reason to be joining.

BUT TEDD, CAN I PLAY AN ORIGINAL CHARACTER?
Well, yes, but please tie them in to the DC universe in some way. If you've got a totally original character who happens to be a GL or a Kryptonian or something, send it my way. If you've got a totally original character who has a unique power set and comes from a dimension you've just invented... well, I applaud your creativity, but save it for when someone creates an original universe please 8)
Stone Count? What stone count? BUT; if you take a look at the characters I've posted, those are the top tier heroes in the setting, and your characters are not meant to be top tier heroes in the setting, so please keep the posted CADs in mind when working on your own.
