Now that SHIELD's charter is backed by the United Nations, and their mandate is global, keeping the world safe is a full time job. SHIELD (and its sub-organizations and allied groups) are ramping up recruitment, even attempting to find rehabilitated former criminals to strengthen their position in a world full of superhuman threats. SHIELD is still largely an intelligence organization, and prefers to rely on subtlety over force, but they aren't always able to do so. The world is changing; becoming increasingly dangerous, and SHIELD must find new ways to respond.
***************************************************************************************** Okay, so the premise is that the would-be characters are new recruits to SHIELD, including potentially "rehabilitated" former criminals who have been "chipped." One of my ideas is to potentially use this game to occasionally launch Avengers or Thunderbolts "special events", in a way somewhat similar to how the MCU ties the ongoing action of Agents of SHIELD to the "big events" of the movies.
Stone count is 25+10 stones. This should allow for humans with exceptional skills and/or access to equipment, as well as some lower powered mutants, aliens, or other meta-human types. Original characters and re-imagined Marvels are both encouraged.
An additional Challenge, "Chipped" is available. This Challenge is worth 5 stones, and does not count against the standard Challenge limit. It is strictly for (former) criminals who have been released on a limited parole to serve SHIELD in the field. A character who is chipped has his every behavior strictly monitored, and if SHIELD even begins to suspect that they are returning to their criminal ways (particularly if that involves violence against civilians), the implanted chip can be used to instantly incapacitate and/or kill the target.
EDIT: The Modifier "Clearance Level" is also available, for a cost of MN+1. For purposes of this game, no character may begin play with a Clearance Level higher than 5, and Chipped characters have no Clearance Level whatsoever. In addition to allowing access to SHIELD's files of increasingly higher priority, a character with a Clearance Level may requisition equipment equivalent to (MN X2) stones per mission. All such equipment is returned at the end of the mission. Requisitions made from the field may require additional time to acquire, and certain requisitions may simply not be possible (for instance, no matter how high the Clearance Level, SHIELD cannot temporarily give someone access to the Phoenix Force, or one of Doctor Strange's unique mystical artifacts)

Two questions: What's the state of 313 right now? Is this going to be more of an espionage SHIELD thing or does "new ways to respond" mean it'll be more direct conflict-oriented (or both)?

A mix of both, but the general theme of the game is more about espionage and paranoia than super hero antics. Characters who are combat oriented will likely have a "fish out of water" type of experience, which isn't necessarily bad.

Oh, and regarding the state of the 313 universe; the only ongoing 313 games I have since the reboot are the X-Men and the Midnight Sons, and the X-Men game isn't an origin story, so most of the major elements of the Marvel U are established entities in 313 at this point. There is not currently a permanent Avengers squad, but the Initiative maintains multiple lesser teams, so "The Avengers" are a thing still, more or less. Doctor Strange is the recently minted Sorcerer Supreme.

My idea for your Latverian game actually translates fairly well over to this with a few tweaks.. I'll work it up and toss it over to you later today/tomorrow.

It's getting late here, so I lack the time or focus needed to write anything that does justice to the idea, but I was thinking of a surgeon oriented (maybe a bit tech oriented) low level mutant with the ability to create the needed tools out of energy (probably some tweaked psi-weapon action). He thinks that he's nowhere near cut for the high on action life of the x-men but still wanted to help others and decided to try on SHIELD (so he'll probably whine about "not signing up for this" when the bullets start flying).
If you like the idea I'll develop it tomorrow, as always any kind of feedback is welcome.
