I don't have any experience with publishing, but I do know a number of people who make their livings as artists. It's been my experience that being an artist and being a writer are two very different professions, and seldom can one person do both at the same time. I say pick one strength and run with it - and find someone to collaborate with who can do the other.

Write a good story with a twist. Re-read it. Again and again. Trim down the fat and write how you want each panel of every page to look. Get others to read the story. Do they like it? Does it make them want more? Then find a pile of cash to pay a starving artist to bring your work to life and tout it about to the major companies or self publish...
That's how I see it going, but there must be thousands upon thousands of submitted stories every day, and who's to say the companies won't just like the story, sack you off and publish it themselves?
Sheesh, I get more cynical as I get older. Anyway, good luck - it's great to have a dream, far harder to see it realised...
