They can however have diverse sets of power one wouldn't expect in one item together.
At least from what I know/saw. Like an armor that boosts various combat stats, but also allows to turn invisible (for non combat/escape and in/ex-filtration purpose.

So if you'd have an idea for "two taugh" it might well be within limits to have the power in one item.
But the GM should know better and 'd be the deciding factor anyway.
Still, might open up new options ideas.

Just seemed like the fair thing to do, since even in the series not all Teigu are shown as being equal strength. (Seriously according to the Wiki one of them is just a book with a list of everything you need to know about the Empire. Not exactly the kinda thing that could unleash untold destruction in the wrong hands)

Sure enough, Tess uses her gigantic size when Night Raid needs brute force in action, but she adores her shrinking ability for how easily it makes it for her to infiltrate enemy territory... and burn everything down to ashes. STORY: Tess Wellington is a former thief who had the rather nasty habit of setting the locations of her thefts on fire 'to cover her tracks'. Needless to say, setting fire to part of the Imperial City wasn't exactly the best manner to avoid notice, so she ended up with a rather high bounty on her head. However, as the authorities were growing hotter on her trail, she managed to get her hands on a real treasure... a Teigu, which she found out she had the ability to use. The Little Giant: Mad Hatter allowed her to escape her pursuers more than once, and she eventually came across Night Raid. Tess was recruited since they seemed to share a common foe, and she was more than willing to add assassinations - especially by fire - to her list of crimes, seeing how she was already planning to burn in the fires of Hell anyway. Might as well try to redeem herself beforehand by taking some of the worst trash out there with her.

STORY: Born in the Empire to a wealthy merchant family Hunji was afforded the best of educations. His brains and natural talents took him to college where he impressed the right person to get him a low level administration job in the Imperial government. Over the course of several years he was confronted with minor corruption here and there and even participated in it just to keep his job. However, it weighed on his soul each time. Finally he decided to make a stand and refused to take a bribe.
There were consequences for his parents the next time he visited home. They were assassinated in front of him. Only the arrival of the then forming Night Raid staved off his own death. He went into hiding on the families ancient farm in the countryside and read his fathers private papers. There he discovered that his parents had quietly been supporting a group opposing the corruption and they had a family heirloom that had been passed down to them. He went and dug up the heirloom and it imparted knowledge of what had to happen. He knew then why his father had not used it, it would cost him an eye. He found a family friend to do the surgery under the table, as it were. Once that was done he did a very complicated shell game with the family holdings and business interests. He took the money and assets off shore and invested them wisely while he personally trained with the long lost Imperial Arm his family had hidden and made contact with the Night Raid.
The Night Raid had been 'watching' his family since one of their members had known that the Tokagui family had long ago had an Imperial Arm and they were already getting aid from the family. They gladly trained Hunji, but not as a front line fighter, but more as an intelligence gatherer and coordinator. Perhaps a right hand man to Najenda or her eventual replacement.
