So my players are combining two actions together to get very large defense pools - things like 13 stones or so. They do this sometimes solely for the purpose of defense, and knowing where they come up in the initiative order usually being the same.
Example: Ninja (6) + Acrobatics (7) -> all shifted to defense.
Is this legal in RAW, or have I missed something?

Perfectly allowable. I do however wonder how your players are generating so many stones at once 13 stones is a lot they have to have at least a 5 dur or 7 int in order to have that big a pool and regen would require healing factors or something similar just to keep that going.

With what little experience I have with the system ad the way it was taught to me was one action and its stones was for main you do in the panel. The second one if you want to put stones in you can shift it to defense if you think a sneak attack is coming.
Though again I agree that you have to have the stones to do it. Witch it can be done but could always be questioned by GM or other players. Just be sure before you do that you will have the stones and the re gen to back it up. Otherwise you can be in for a world of hurt. Like I said I'm not pro at the system yet but from what I've seen yes it can be done.

Other than the obscene stone output, I see nothing wrong with this strategy.

Oh. For a second there, I thought this thread was about two players, combining actions shifted in defense with one another's, thus resulting in much higher defenses for the both of them.

THAT I would have stuff to say about. XD The only way I could see THIS working out is if both parties used a barrier-type move such as a Mastery or a Force Field.

Oh, I'm actually pretty sure there would be other possibilities, but it would have to be more regulated, not just Player 1's stones + Player 2's stones = Combined defense of both, lol.

Same as everybody else: It is okay by the rules. However, it should be very expensive for the players to pull that off every panel.
I've had this problem before myself in the begning of my time with MURPG, and I think it is about balance. Make sure the characters can become tired, otherwise the game won't become a challenge and unfun.
One of my players ended up getting bored since it wasn't a challenge and all he had to do every panel was place maximum stones and onward to the next page.
