Does this mean custom actions and such? So keep it mostly from the books then? Does that also count for the Durability? or can it be Health/Energy/Regen all separate?

Custom actions could be allowed as long as they are properly balanced. I'd have to see what you had in mind beforehand.
Energy is either Int or Dur based just like in the books.
