SPENDING WHITE STONES
Works exactly as original character creation stones do. If you had Str 6 (worth 4w), and you wanted to have Str 8 (worth 9w), you have to spend 5w to get it. Simple as very simple pie.
SPENDING LOES
1) TO IMPROVE ACTIONS
To improve an Action, the cost is 10 LoEs +1 per each two additional CLs of the action, rounded down, regardless of bought options, per AN/+1 CL worth of advantages/options, up to 15 Loes. For example, Inventing, and AN+6 action, would cost 13 LoEs; 10 + (6 / 2 rounded down, or 3) to improve.
Only exception is Actions with very low Cost Levels which have a billion possible options and become stronger and more versatile with each, namely Mastery of Elements, Telepathy and Use the Force. Those actions are, by nature, very powerful and flexible in the long run and as such will require slightly more XP to power up. For that reason, their cost is a fixed 15 LoEs per AN/+1 per 2 additional CL worth of advantages/options, rounded down, up to a max of 20 LoEs per AN.
2) TO IMPROVE MODIFIERS
Unlike in the core books, it is possible to improve a Modifier using LoEs. Doing so will usually require a good in-game reason (if you never took a punch or did anything to make yourself more resilient in any way and want to increase your Toughness, or you keep acting like a frightened wimp and want to buy Immunity to Fear, I'll probably look at you weird), and to spend LoEs as per the following formula:
10 +1 per CL, regardless of options, per MN/+1 worth of advantages/options. For example, Reflexive Dodge is a +3 modifier, so it costs 13 LoEs to improve, as long as you have a good reason for doing so.
Fixed cost modifiers will be a case-by-case scenario, usually requiring some solid reasoning to back it up, and the cost being decided by me after considering the request.
3) TO REMOVE CHALLENGES
Normally, removing challenges means overcoming them through extensive roleplaying and long-term adventures leading to such a removal. However, if you want to remove a specific challenge ASAP, there are two ways, both involving asking me first whether it can be done or not. If so, the first way involves exchanging a challenge for something else. For example, maybe you were a member of an organization with a 'Duty (-3)' challenge to them, but you decide to leave it to live your life with the one you 'Love (-2)' and a mild 'Psychological (-1; Paranoia)' challenge as you feel like 'they' are watching your every move, since you believe they don't take kindly to people leaving them. No gain, no loss.
Alternately, you could tell me you're willing to pay it off with 10 LoEs per Challenge AN. In which case, I will do my best to make it happen in-game with events that make sense as soon as possible, and you don't need to take other challenges to make up for it.
Either way, I encourage you to think whether it's truly worth it, and if it wouldn't be best to rid yourself of them via roleplay and adventures.
4) TO IMPROVE ABILITIES
This one's a bit trickier. Abilities should be more difficult and take longer to improve than any skill or competence. They should require a lot of effort to go beyond one's limitations, and even then, an increase via experience should be a relatively rare event, as opposed to with direct, flat out White character creation stones. So, I'd say it's possible, but uncommon, and costly. I'm thinking 12 LoEs + 2x the current AN it's at. So if you have Str 2, and want to improve it to Str 3 with LoEs, you'd have to pay 12 + (2 x 2) = 16 LoEs. If you had Intelligence 8, it'll cost 28 LoEs. As for increasing Durability via LoEs, the cost triples as usual.
Additionally, unless you have something allowing you to go past your species' inherent limitations - like being a vampire, enhanced genetically, or having a specific modifier to allow it - you still can't go past your species' max abilities without a very good reason.
5) BUYING A BRAND NEW ACTION
Buying an entirely new action costs the same as it would increasing it by 1, -2 LoEs. However, like Modifiers, it also usually requires some roleplaying and efforts on the character's part. One cannot have never held a car's wheel and suddenly learn how to drive while fishing at a lake. Unless there are special circumstances at play, of course. Just let me know you're interested in acquiring a given action, and I'll do my best to bring forth situations to help you acquire it when possible without disrupting the game's flow.
