Meanwhile the Wayne Foundation is a charitable organization that raises money for, among other things, the funding of Arkham Asylum.
The Cathedral of St. Dumas: The oldest church in Gotham, this gothic wonder serves as the headquarters for a civic organization known as the Order of St. Dumas, which feeds and clothes the homeless and provides monetary support for the police. Some claim that the Order of St. Dumas has its roots in a crusades-era Knightly Order, and may have conspiratorial designs.
The Queen of Crime, Helena Bertinelli: Currently incarcerated for the so-called "Huntress Murders," (of which many believe she is innocent) Helena Bertinelli is the last surviving member of Gotham's one-time "mafia royalty." By all accounts she is not involved in her family's former business, but the media continues to write stories about her speculating about her taking over where her Father left off (even though her Father was never even a boss in the Gotham outfit)
Oswald Cobblepot, The Penguin: Everyone in Gotham has heard of the shadowy underworld figure known as The Penguin. A dapper (if comically short) fellow who spent more than a decade trying to seize the reins of the underworld, weaving and betraying alliances with ease. What is not publicly known is that The Penguin is in fact one of Gotham's one-time three princes; Oswald Cobblepot. No longer interested in the dangerous business of being a boss, The Penguin has given up on quantity (of crime) and started focusing on quality... or at least profitability. He is the undisputed king of high end prostitution and booze, doing most of his business out of his notorious nightclub, The Icebox. What almost no one knows is that The Penguin is also an information for The Batman.
Roman Sionis, The Black Mask: Between The Batman and The Penguin, the mafia families of Gotham were under pressure and ready to crack, but it would ultimately be someone acting from within that broke their hold over the city once and for all. An enforcer for Falcone, Sionis murdered the Bertinelli family and placed the blame firmly on the Maronis, which started an all-out war between the two families. Both bosses died, and Sionis took over the bulk of their operations. In the underworld, rumors swirl that Sionis is also the masked figure known as The Black Mask, a violent figure known to torture and kill for fun.
The Riddler: Responsible for proving the existence of The Batman to the public after years in the shadows, The Riddler is notorious figure whose crimes are typically non-violent and involve exposing people's darkest secrets. The Riddler's true identity is unknown, but virtually everyone with wealth and means in Gotham fears he will expose their secrets.
Harvey Dent: Now under around-the-clock psychiatric care at Arkham Asylum, until a few months ago Harvey Dent was the District Attorney of Gotham, a crusader who had dared to fight for convictions even when it meant exposing the corrupt underbelly of Gotham's political and upper classes. Born and raised in Gotham, Dent came from the streets, but his Hollywood good looks, endless charm, and refusal to compromise made him a popular figure in politics. A minor criminal, Victor Zsasz, attempted to kill Dent by dousing him in gasoline and lighting him on fire. Many believe this was on the orders of one of Gotham's top criminals, but Zsasz disappeared from his prison cell before any information could be extracted. Badly burnt on the left side of his body, many still hope Dent can return to his office and continue fighting for the people of Gotham.
Chief of Police James Gordon: With many years in law enforcement, Jim Gordon recently became Gotham's "top cop." Believed to be an enemy of the corruption at the highest levels in Gotham, Gordon is popular with the people and frequently the target of Gotham's politicians, who say he is too heavy handed (and violent) in his law enforcement techniques.
