This is my expanded version of Shinobi Shaw's power. This isn't playtested, but I'm pretty sure the system is sound. The real question is, did I make this expensive enough?
DENSITY MANIPULATION
Cost Level = Action Number + 6 Levels
Description
With this Action you can manipulate the density of physical objects you touch. Every stone of Energy spent in Density Manipulation can either increase or decrease the density of your own or another's body, or inanimate objects by one step.
For every step you increase density by, the target gets a +1 to Toughness or Hardness. Living things affected this way gain a +1 to Strength and suffer a -1 to Speed for every two stones spent (round down).
For every step you decrease density by, the target become less and less tangible. This allows it to potentially pass through solid objects (though with some resistance, this isn't quite as effective as Phase Shift). The Resistance to pass through material is equal to its Hardness. This is a slow process -- possibly taking multiple Panels -- as the material has its own density that will try to resist, so additional stones can permit a faster passage. Spending twice as many stones as the material has Hardness allows the target to pass through it effortlessly as though phased. Normal living creatures have 1 Hardness for every 3 in Durability (round down), +1 per Toughness Modifier Number.
Decreasing your own density also decreases the density of your clothing and any small objects held (such as weapons).
You can also choose to solidify the target inside of a solid object. In that case both the target and the object take a number of red stones of Damage equal to the other's Hardness. To attempt to solidify a part of your own body inside another person's body, simply use Density Manipulation as a close combat attack. This may be combined with Close Combat.
Options
• -2 to Cost Level if you can only increase or decrease density (choose one).
• -1 to Cost Level if you can only affect the density of yourself or others (choose one).
• -2 to Cost Level if you can only affect the density of inanimate objects.
Comments
Though expensive, this Action has the benefit of simulating a number of other powers, such as Toughness and Phase Shift.
Rules for Action Box:
• Increase or decrease density of matter touched
• Increase: +1 Toughness/Hardness per stone, +1 Strength & -1 Speed per 2 stones (round down)
• Decrease: Spend stones equal to Hardness to pass through material, more for faster passage
• Spend 2x Hardness to pass effortlessly
• Objects solidified together take each other's Hardness in Damage
• Use as Close Combat, may combine with Close Combat
