In response to a number of discussions (on this site and elsewhere) regarding the need of some sort of entangling power (a la Spidey's web-shooters), I created this Action. I tried to keep it simple, I just hope it isn't overly so.
ENTANGLEMENT Cost Level = Action Number + 1
Description You can entrap your opponents with webbing, vines, psionic nets, etc. Every stone of "attack" that exceeds the target's Defense becomes a stone of Resistance required for the target to escape the Entanglement. Attempts to escape reduce the stones of Resistance even if that Resistance isn't overcome. Entangled foes cannot move, though can still engage in Close Combat and defend themselves (Situational Modifiers may apply). Armor and Toughness provide no defense against Entanglement, though Reflexive Dodge does. Base Range is 2. Entanglement lasts for 1 Panel per initial stone of "Damage."
Options • +1 to Cost Level if duration is 1 hour per stone of "Damage."
Comments This is a valuable Action for literally tying up an opponent's time and energy.
Rules for Action Box: • "Damage" stones = Resistance to escape • Ignores Toughness and Armor • Range: 2 • Duration is 1 Panel per initial stone of "Damage"

Hey... I like this one! Frankly I'm rather suprised some version wasn't included in the books already. I'm already thinking up some uses for it (heh heh). When I first read the name though, I was wondering if it was going to be some weird quantum-based power. Thankfully not. -Wayne

Except, of course, that Spider-Man's "entanglement" is based of his equipment, which would not make it an Action, per se. Take a look at Venom's stats where they do the same, and Venom doesn't even have "webshooters" in the strict sense. At least, that's how I interpreted the game designer's decisions.
Of course, we would still need an Action like this for other characters such as Julia Carpenter's Spider-Woman, Haywire, and others.

Bingo. I probably wouldn't change Spidey (though I'd use this as a model for how his web-shooters work), though Venom would definitely change (otherwise, ALL of his powers should be equipment-based). And as you pointed out, there are many other entangling characters for whom this is necessary.

Thankfully not. -Wayne no, but i like this one as well , it represent other heroes who has this ( haywire of the squadron supreme is a great example )
