Seems to be reasonable.. Toughness is AN+3.. this gives the collateral damage, plus inhuman appearance and the fact that it isn't 'always on' like Toughness is.. but is balanced by the fact that you can add on some cheap options to make it more effect against other attack types.
I like it

So, instead of calling it toughness, you simply call it bio-organic armor/skin and you get a discount on some options But how in the world does this do collateral damage?

No, its not toughness if you read it. the Collateral damage is the fact that it slows your Speed down for every level of it.
Furthermore, it is not 'always on' like Toughness, like I said, and must be activated, and basically makes you look non-human.

No, its not toughness if you read it. the Collateral damage is the fact that it slows your Speed down for every level of it. I'd call this just a misuse of the term. "Collateral damage" would imply that using the power causes damage/harm to nearby people or the environment when used. Reducing speed is just that, a speed reduction. When I first read it, I assumed that this would only be the case if you bought the "retractable" option. I consider this a good effort to represent Colossus' power (which I don't feel has yet to be well represented), but this really just boils down to Toughness with some Challenges, Advantage and Disadvantages tacked on.

True, regarding retractable. Maybe that would be 'free' then. +1 for the ability to retract it, but -1 for it to have to be activated then.
But yeah, basically it boils down to Toughness with some advantages/disadvantages. But honestly, half of the actions in the book are j ust other actions with some advantages/disadvantages/flavor built in. Doing it this way cuts down on a lot of the paperwork, and adds to the flavor.

I think it's cool. The PsiWeapon to Claws sort of Action. However, like PsiWeapon doesn't get 'bonus' reductions to offensive advantages, I don't think the Armour should either. Sphynx
