I'm sure I'm not saying anything that hasn't been said already (probably in the last few weeks on this forum, heh) but I thought I'd run this idea a friend of mine and I had and see what people think.
Basically this sprung from a conversation where we were trying to make people like Havoc, Cyclops, and various people with Mastery Force blasts not suck compared to people like Bishop (by the way, we agreed his guns were way broken, as well), and to make Bullseye be able to kill people with pens and paperclips, like he should.
Targetting: CL+4 (Like Before)
OPTIONS
-1: Only applies to a Force Blast (either from a mastery or from Force Blast itself).
+2: Apply your full targetting modifier to all Ranged attacks.
Obvious question: Doesn't the Force Blast thing kind of imply that you always apply your full modifier, since Force Blasts don't have weapon modifiers?
To fix this, I'd call your Weapon Modifier for a Force Blast however many stones you spent. Ie. Cyclops only has the first option and a Targetting of +4. If he spent 2 stones in Optic blast he'd only get 2 free Targetting stones, for a total of 4. If he had both options, though, he'd get the full targetting mod for a total of 6.
Naturally, I suppose this rule would be open for abuse, but I think it's a good, simple way of fixing the problem of Force Blast characters who run out of energy ridiculously quickly and for characters with "perfect aim".
(My opinion for "fixing" Cyclops would be to give him Targetting at 3 or 4 with both of these options and maybe to add and option for Area Effect to his Force Blast, giving it the "automatica collateral damage" option)
