Again these have only been play tested in my head so far. I also understand that some GMs may use something like this. These are not complete yet though I would like to hear ideas and options on these.
One of the things that I liked about the old Marvel Heroes RPG was the fact that you could kill others though there was a price to pay. I disagree however that price coming from your advancement, look at punisher he wasn’t born with the skills that he has in weapons. This also required another system for advancing villains also. This is a new system that is meant to make the players think about what might happen if they through the full 18 stone attack and this will also help the GM decide how NPC’s should react to certain PC’s and in the end give the GM a tool to use against the players that think challenges are free stones.
Popularity
Popularity of a character can change from faction to faction; the GM can keep track of each faction’s feelings for the character though the player should be told how the general public feels about them. Though if the GM wants to be more realistic they could have the player’s keep track of what they thing the general public things about them and the GM keeps the more detailed listing secret. This will determine if the character gets people following them offering to help, or if the group following the character is carrying pitch forks and torches.
Calculating Starting Popularity
All characters start with a popularity of 20. Mutant, Non-human looking, Psychological Disability (Major or normal), and Disliked and Shunned by peers all reduce starting Popularity.
Popularity During Play
Popularity can increase or fall during play based on the character’s actions. This is a list provided to help players and GMs see how actions will affect the character’s standing. This is only a starting list and more will be added later.
Stopped normal villains (The guy stealing grandma’s purse) +1 Popularity each villain
Stopped supper villains (Any major NPC) +6 Popularity each villain
Returned barrowed property (undamaged) to Civilian +1 Popularity
Donate money to repair Damage caused during fight +5 Popularity
Showed up to own rally +2 Popularity
Rescued innocent from dangerous situation (the cat in the tree counts, helping grandma across the street doesn’t… unless the truck is about to hit her) +2 Popularity each
Stopped doomsday plan +3 Popularity (They never seem to work anyway)
Caused property damage -2 Popularity
Injured innocent -3 Popularity
Killed innocent (putting them in a place to die easier counts too) -5 Popularity
Joined the bad guys -10 Popularity
Robbed bank -4 Popularity
Steal property (Barrowing it and not returning counts too) -2 Popularity
Stole rare / un-replicable item (crown jewels) -4 Popularity
Announced doomsday plan (plans getting out against your will counts) -5 Popularity
Killed cop or normal good doer (Nameless NPC) -6 Popularity
Killed supper hero -8 Popularity

-61- Icon of underworld
-51 - -60 Babies cry at the mere mention of the character’s name
-40 - -50 Characters is always the bad guy in the movies
-21 - -39 People run if they see the character
-11 - -20 Police will shot on sight and call for back up
-1 - -10 Characters is hunted by Vigilantes
0 Character unknown or is a dark hero
1-10 Character not liked much but isn’t going to be attacked by people
11-20 Character has a small fan base and can ask for help from them
21-39 Character is known by the majority of people and can ask many for help
40-50 Character could get you fired if they suggested it
51-60 Character can simply walk down the street and have n duty police start leading them around
61+ Icon
-61- Character gains popularity at 0.5 (minimum 1) and loses popularity at a rate or -1
-21 – -60 Character gains popularity normally and loses popularity at 0.5 (minimum -1)
