Couple suggestions: (1)A world where regular humans are the minority, and then something happens that shifts everything. Powered beings are now regular beings and Regular beings are now super powered beings. With the whole world now "jealous" of the fact that only a few people now have powers. (2)A world where having powers gives you a death sentence. (3)A regular earth where having powers is nothing new. People live their lives just as they normally would but secrectly everything is being monitiered by much more powerful beings that have deemed the planet to be destroyed. The earth in mention is actually being held in a "fish bowl" like device, where only the powerful beings can interact. I know some of these are pretty old, heck I don't even know if there already being used but still, just thought I'd put them up.

So the MU as it’s shown in Civil War (just replace “death sentence” with “imprisoned in the Negative Zone without trial”) and the MU as it’s presented in the X trilogy (Earth X, Universe X, Heralds, Paradise X, and the various related one-shots)? I kind of like the first one though. It reminds me of the episode of Gargoyles (gah, why did they stop putting out the DVDs halfway through season two?) where the clan becomes human and the humans become gargoyles. Edit: While I’d be lying if I said I didn’t enjoy kidding you about the third idea, I do think it has potential. That’s especially true if you completely remove the “cosmic Petri dish” aspect and instead focus on the “powers are normal” aspect wherein the cops have powers, the crooks have powers, the cooks have powers, the cabbies have powers, the cashiers have powers, ect. The GM would certainly get a lot of use out of the generic superpowered NPCs on page 113 when he/she gets tired of coming up with new powers for everyone the players run into. The second one is just too "Logan's Run" for me. It doesn't help any that CW kinda sucks too.
